City Council reject the bids received from California Master Cleaner, Franco Janitorial Services, and Grace Building Maintenance Company. 2. Award the janitorial services contract for various park facilities to Bell Building Maintenance Company in the amount of $110,000, from account 15202-5161.001, subject to the right of the City Manager to modify the award in the event issues of impossibility of performance arise. Authorize the City Manager, or designee, to modify the award in the event other issues of impossibility of performance arise, execute up to two annual renewal options, not to exceed $110,000 plus Consumer Price Index (CPI) adjustments, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year. Modify the award in the event other City park facilities become operational during the term of the contract, and execute all documents subject to City Attorney approval. BACKGROUND The City of Santa Clanta advertised a janitorial services bid for various park facilities in November 2008. The janitorial services bid includes all routine cleaning services for park facilities seven days per week and additional services where required. Bid notices were sent to forty-three (43) vendors, the Santa Clarita Chamber of Commerce, and the Valley Industrial Association (VIA). Fifteen vendors attended a walk-through of the City's various building types, which was conducted on December 4, 2008. Five vendors submitted responses for the bid opening on December 23, 2008. Airm Staff conducted the janitorial bid as a multiple criteria bid, evaluating such factors as performance on other jobs, experience, staff, references, equipment, and cost. These criteria were all scored. City staff conducted vendor site inspections to assist in determining the most qualified bidder. California Master Cleaner Franco Janitorial Services Location Score Los Angeles 87.99 Sherman Oaks 73.19 Van Nuys 59.41 North Hills Not Scored Lancaster Not Scored Both California Master Cleaner and Franco Janitorial Services failed to submit the documents required by the bid, and staff recommends City Council reject their bids as non-responsive. After submitting a bid proposal, Grace Building Maintenance was non-responsive to attempts by the City to contact them for bid clarification. Staff recommends that the City Council reject the bid proposal submitted by Grace Building Maintenance as non-responsive. Finding Bell Building Maintenance Company to be in compliance with the conditions and terms of the janitorial contract and having the second highest point total in the multiple criteria list, staff recommends that Bell Building Maintenance be awarded the janitorial contract for the City's various park facilities. ALTERNATIVE ACTIONS 1. Direct staff to reject all bids and re -bid for janitorial services for City park facilities. 2. Other action as determined by City Council. FISCAL IMPACT Funds for this expenditure, in the amount of $110,000, are currently budgeted in account 15202-5161.001 and are part of the operating base budget. Z
