SUBJECT: PARCEL MAP NO. 70688 (COMMERCIAL DEVELOPMENT —
AVENUE HALL) — APPROVAL OF PARCEL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 70688 (Commercial development— Avenue Hall).
2. Accept on behalf of the public, the offer of dedication and grant of easements for covered
stormdrain, appurtenant structures, ingress and egress purposes; easements for flood control
purposes; and easements for ingress and egress purposes.
Make findings as follows: (a) that this project is consistent with the provisions of Sections
66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code.
4. Instruct the Deputy City Manager and Director of Administrative Services to endorse the
Special Assessment Certificate on the face of Parcel Map No. 70688, which indicates that all
special assessments levied by the City have been paid.
Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 70688, which
embodies the approval of said maps and the acceptance of the dedications shown thereon.
6. Instruct the City Engineer to endorse the Certificate on the face of Parcel Map No. 70688,
which provides for verification of substantial conformance with the Tentative Map and all
provisions of local ordinances and state laws applicable at the time of approval.

BACKGROUND
Tentative Parcel Map No. 70688 (Commercial development — Avenue Hall) was deemed to be in
substantial conformance with the principles and standards required by the Unified Development
Code and approved by the Planning Commission on October 7, 2008. The map consisting of
approximately 5.3 acres is located on the northwesterly side of Avenue Hall at the intersection
with Avenue Crocker and is owned by Hall and Crocker, LLC, a California Limited Liability
Company.
This map is a subdivision of Parcel 13 of Parcel Map No. 8940 and is creating two lots for
commercial/industrial purposes. Water rights have been secured for the lots. The site is for
commercial/industrial purposes only and has no Quimby or Transit impact fee requirements.
Bridge and Thoroughfare (B&T) fees totaling $517,778 (per Valencia B&T District fees) have
been fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Division staff have been met. The fees and the map have
been checked to the satisfaction of the City Engineer and are ready for City Council approval and
acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's Street Maintenance Budget.
