SUBJECT: PARCEL MAP NO. 70993 (COMMERCIAL DEVELOPMENT —
VALLEY STREET) — APPROVAL OF PARCEL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 70993 (Commercial development — Valley Street).
2. Accept on behalf of the public, the offer of dedication and grant of easements for public use
and road purposes; the offer of dedication and grant of right to restrict direct vehicular ingress
and egress to Lyons Avenue and Valley Street.
Make findings as follows: (a) that this project is consistent with the provisions of .
Sections 66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be
approved, and (b) that this proposed subdivision, together with the provisions for this design
and improvement, is consistent with the General Plan required by Article 5 (commencing
with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code.
4. Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of
Parcel Map No. 70993, which indicates that all special assessments levied by the City have
been paid.
Instruct the City Clerk to endorse the City Clerk's Statement on the face of Parcel Map
No. 70993, which.embodies the approval of said maps and the acceptance of the dedications
shown thereon.
6. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Parcel Map
No. 70993, which provides for verification of substantial conformance with the Tentative
Map and all provisions of local ordinances and state laws applicable at the time of approval.

BACKGROUND
Tentative Parcel Map No. 70993 (Commercial development — Valley Street) was deemed to be in
substantial conformance with the principles and standards required by the Unified Development
Code and approved by the Planning Commission on March 17, 2009. The map consisting of
approximately 2.75 acres is located in the southeasterly corner of the intersection of Valley
Street and Lyons Avenue and is owned by Bank of America National Trust and Savings
Association, a National Banking Corporation.
This map is a subdivision of Parcel 1 of Parcel Map No. 11247 and is creating two lots for
commercial/industrial purposes. Water rights have been secured for the lots. The site is for
commercial/industrial purposes only and has no Quimby or -Transit impact fee requirements.
Bridge and Thoroughfare (B&T) fees totaling $105,974 (per Via Princessa B&T District fees)
have been fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Division staff have been met. Fees and the map have been
checked to the satisfaction of the City Engineer and are ready for City Council approval and
acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT.
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's Street Maintenance Budget.
