RECOMMENDED ACTION
City Council:
1. Make finding deeming Markertek Video and Hitachi Kokusai .as non-responsive to Bid No.
PS 08-09-43.
2. Award a contract to Visual Interactive Dynamics for the purchase of an in -studio production
camera package for Santa Clarita Community Television Channel 20, Bid No. PS 08-09-43,
in the amount of $71,320.
3. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
At the December 9, 2008 regular meeting, the City Council appropriated funds in the amount of
$205,000 to fund costs associated with the public television studio, including facility lease,
equipment upgrades, and operational staffing. Since the beginning of this year, various capital
equipment totaling $82,000 has been purchased to get the public television studio in Newhall up
to current broadcast standards.
The expenditures to date include a state-of-the-art playback and graphic system, new video
editing equipment, and mobile camera packages that will help provide a revenue stream via
rental. The purpose of this item is to award a contract for the purchase of an In -Studio
Production Camera Package for Channel 20 for use in producing local television programming
for the community.
The Purchasing Division, in partnership with the Communications Division, issued an Invitation
to Bid for Purchase of an In -Studio Production Camera Package for Channel 20. This notice was
published two times, from March 29 to April 1, 2009. City staff sent bid notifications to the
Santa Clarita Chamber of Commerce, the Valley Industrial Association, and 22 known suppliers
on file. The bid package was made available on the City's website and was downloaded by 41
individual firms. A total of 16 suppliers submitted bids opened by Purchasing on April 29, 2009.

While the apparent low bidder at the time of bid opening was Hitachi Kokusai, a review of their
bid proposal found they did not provide the City with the type of equipment specified in the bid
solicitation. Additionally, the proposal submitted by Markertek Video did not provide all
requested equipment as specified in the bid document. Therefore, staff recommends the City
Council deem Hitachi Kokusai and Markertek Video as non-responsive, identify Visual
Interactive Dynamics as the lowest responsive bidder, and award of a contract in the amount of
$71,949 for the purchase of an In -Studio Production Camera Package for Channel 20.

FISCAL IMPACT
Adequate Public Education & Government (PEG) Capital Grant Funds for this expenditure have
been previously appropriated by the City Council and are available in Account 12205-5201.002
