Approve the plans and specifications for the Advance System Detection Expansion, Project I0008, and award the construction contract to Steiny and Company, Inc., in the amount of $393,890, plus a 15 percent contingency in the amount of $59,084, for a total contract amount not to exceed $452,974. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City received the State of California Traffic Light Synchronization Program (TLSP) grant. The TLSP, part of Proposition 1 B approved on November 7, 2006, included a $250 million program to fund traffic light synchronization projects and other technology-based improvements to increase safety and operations of local streets and roads. This project will expand the City's existing Intelligent Transportation System by installing additional system detection systems at one -mile intervals along Bouquet Canyon Road, Railroad Avenue, Newhall Avenue, and Sierra Highway to collect data for the City's Advance Traveler Information System (ATIS). Santa Clarita is one of the few cities of its size that will have a web -based traveler information system. The ATIS allows travelers to make more informed choices about their routes by giving travelers real time information of incidents and areas of congestion. The ATIS will allow travelers to choose their travel routes and reduce travel times to make trips more predictable and reliable. The ATIS is a web -based system that provides route specific alerts via text message and email on congestion, construction, and major incidents. The City's ATIS system will be fully operational by the end of December 2009. APPROVED ' The scope of the project consists of constructing additional system detections at 17 locations along Bouquet Canyon Road between Magic Mountain Parkway and Plum Canyon Road, Railroad Avenue between Newhall Avenue and Magic Mountain Parkway, Newhall Avenue between Railroad Avenue and Sierra Highway, and Sierra Highway between Newhall Avenue and Adon Avenue. On September 9, 2009, the City's Purchasing Division received the following eight bids for the project: Company Location Bid Amount Steiny and Company, Inc. Bell Gardens, California $417,749.33 Freeway Electric Riverside, California $418,418.00 Econolite Traffic Engineering and Anaheim, California $424,069.00 Maintenance Division Lincoln Pacific Builders Inc. Baldwin Park, California $449,400.00 CSI Electrical Contractors Inc. Santa Fe Springs, California $478,671.00 Comet Electric, Inc. Canoga Park, California $597,000.00 Staff recommends that the project be awarded to Steiny and Company, Inc., the lowest responsive bidder. Steiny and Company, Inc., possesses a state contractor's license and is in good standing with the State Contractor's License Board. References indicated that this contractor has performed work to their satisfaction. The bid of $393,890 was reviewed for accuracy and conformance to the contract documents. Staff anticipates the remaining grant funds in the amount of $47,026 will be used for inspection services, labor compliance, staff oversight, and miscellaneous project administration costs. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Sufficient grant funds in the amount of $500,000 have been budgeted in Account I0008230-5161.001, and the City required match of $100,000 has been budgeted in Account I0008354-5161.001. These funds will adequately provide for the contractual obligation of $452,974 and anticipated construction management and project administration cost.
