SUBJECT: UPGRADE PEDESTRIAN FACILITIES - REMOVE
OBSTRUCTIONS AT SOLEDAD CANYON ROAD AND
CROSSGLADE AVENUE, PROJECT T3012 - AWARD

RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Upgrade Pedestrian Facilities —
Remove Obstructions at Soledad Canyon Road and Crossglade Avenue, Project T3012.
2. Award the construction contract to Christopher R. Morales, Inc., for $139,820, plus a 15
percent contingency in the amount of $20,973, for a total contract amount not to exceed
$160,793.
3. Award construction support contract totaling $3,250 to Padilla & Associates for labor
compliance consulting services.
4. Authorize staff, inspection, and miscellaneous project administration costs in the amount of
$5,000.
5. Authorize the expenditure from Accounts T3012259-5161.001 and T3012601-5161.001.
6. Authorize the transfer of $7,500 of project savings from Account M0066354-5161.001 to
Account T3012354-5161.001,
7. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.

BACKGROUND
The City received Highway Safety Improvement Program (HSIP) funds to enhance pedestrian
accessibility, particularly for pedestrians with disabilities, at the intersection of Soledad Canyon
Road and Crossglade Avenue. Work will include the relocation, removal, and/or replacement of
pedestrian push buttons and signal heads; construction of new pedestrian ramps compliant with
the Americans with Disabilities Act (ADA); and relocation of a traffic controller cabinet and a
traffic signal pole in the southeast corner and a traffic signal pole in the northwest corner further
back on the sidewalk. To improve circulation, the crosswalk on the east leg of the intersection
will be removed and the crosswalk on the west leg will remain. However, the median nose that
obstructs the crosswalk on the west leg will be cut back to avoid obstructions within the
crosswalk. All work will take place within City -owned right-of-way. Upon completion of the
project, the intersection will conform to all ADA standards to accommodate pedestrians with
disabilities.
The City issued a Notice Inviting Bids on January 9, 2009. On, February 11, 2009, the City's
Purchasing Division received five bids for the project as follows:

The lowest responsive bid was received from Christopher R. Morales, Inc., in the amount of
$139,820. After reviewing the bid summary, staff verified the apparent low bidder's contractor's
license and is in good standing with the State Contractor's License Board,

Other action as determined by the City Council.
FISCAL IMPACT
The total cost of the project is $169,043. The project is grant -funded in the amount of $145,530
with a required match of $16,170 for a total project cost of $161,700. To date, a total of $161,700
has been appropriated into Accounts T3012259-5161.001 and T3012601-5161.001. The required
transfer of $7,500 of project savings from Account M0066354-5161.001 to Account
T3012354-5161.001 will fully fund the project to completion.
