SUBJECT: PROPOSITION 1B LOCAL STREETS AND ROADS FISCAL
YEAR 2008/09 APPROPRIATION - COMPLETE PLAN

RECOMMENDED ACTION
City Council adopt the Complete Plan for the use of Proposition 1B Local Streets and Roads
Fiscal Year 2008/09 Appropriation funding in the amount of $2,633,691.40. The Complete Plan
for Fiscal Year 2008/09 includes construction for the City Overlay Program.
BACKGROUND
In 2007/08, the City received its first of two allocations for the Proposition 1 B Local Streets and
Roads Program. Last year's allocation also included the Annual Overlay Program, Project
M0055. In November 2008, the State of -California made available the 2008/09 Allocation for
Proposition 1B Local Streets and Roads Funding. The Complete Plan for the current fiscal year
includes construction for the City Overlay Program.
In order to qualify and apply for Fiscal Year 2008/09 funds, the City must have received the full
allocation from the 2007/08 appropriation and reported the progress of that project to the State
Department of Finance through the annual update. These requirements were met and completed
on November 17, 2008.
The overlay project is an integral part of the City's pavement management program. The overlay
project resurfaces streets in various areas of the City. This provides a smoother ride for traffic,
enhances the appearance of the roadway and surrounding area, and extends the life of the
roadway a minimum of 15 years.
With adoption of the Complete Plan, staff will complete the state's online application submittal
.process and be poised to receive approval from the State of California to receive funds.

FISCAL IMPACT
The City will receive revenue in the amount of $2,633,691.40 from the Proposition 1B fund.
However, at this time, Proposition 1B funds have been "frozen" by the State of California
Controllers Office, stating "Due to the cash crisis that the state is facing, this payment (Prop. 1B
LSR) has been put on hold until the legislature acts, the economy improves or this office is
notified otherwise."
Staff continues to monitor the status of the "freeze" and will report any changes to the
Proposition 1B Local Streets and Roads Fund if revised guidelines alter the City's Complete Plan
in any way. At this time, the City is strongly encouraged to adopt the Complete Plan and
complete the state's online application submittal so when funds become available, the City will
be poised to receive funds on a first come, first serve basis.
