HomeMy WebLinkAbout2009-05-26 - AGENDA REPORTS - RESO NO STOPPING ZONE BOUQUET (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT:. 1 Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: May 26, 2009 RESOLUTION ESTABLISHING NO -STOPPING ZONES ALONG THE SOUTH CURB OF LYONS AVENUE AND THE EAST CURB OF BOUQUET CANYON ROAD Public Works RECOMMENDED ACTION City Council adopt a resolution to establish approximately 630 feet of no -stopping zone along the south curb of Lyons Avenue between Wiley Canyon Road and Peachland Avenue and establish approximately 1,000 feet of no -stopping zone along the east curb of. Bouquet Canyon Road from 500 feet south of Cinema Drive to 500 feet north of Cinema Drive. BACKGROUND Lyons Avenue Lyons Avenue currently has two eastbound travel lanes between the intersections of Lyons Avenue at Wiley Canyon Road and at Peachland Avenue. Staff is proposing to restripe this segment of Lyons Avenue to provide for a third eastbound travel lane extending for approximately 3,350 feet. The installation of the third eastbound travel lane will help increase roadway capacity, and improve traffic circulation in the area. In addition, this improvement will help improve visibility at driveways and cross streets, and improve traffic access into the adjacent businesses. The improvement will require the removal of approximately 630 feet of existing on -street parking along the south curb line of Lyons Avenue between Wiley Canyon Road and Peachland Avenue (Exhibit "B"). Staffs review of the area noted that there is adequate off-street parking facilities available in the adjacent business properties to accommodate the few vehicles parked on the street. The removal of the on -street parking to accommodate the additional eastbound travel lane should have minimal impact on the parking demand in the area. Staff notified the affected business owners of the City's proposal by letter, and received no comments or objections to these improvements. ! ®pIeda lam• V_1"ol."1 Bouquet Canyon Road Bouquet Canyon Road currently has two northbound travel lanes up to a point approximately 300 feet south of Soledad Canyon Road where a third lane begins. The intersections of Bouquet Canyon Road at Soledad Canyon Road and at Cinema Drive have been experiencing high levels of congestion, particularly during peak hours. Staff is proposing to restripe the roadway and extend the third northbound travel lane on Bouquet Canyon Road to a point approximately 500 feet south of Cinema Drive. Extending the third northbound travel lane will help increase roadway capacity and improve traffic flow at those intersections. It will be necessary to remove approximately 1,000 feet of on -street parking along the east curb of Bouquet Canyon Road from 500 feet south of Cinema Drive to 500 feet north of Cinema Drive to provide adequate room for the additional third lane (Exhibit "D"). A portion of the proposed no -stopping zone on Bouquet Canyon Road fronts a shopping center located on the southeast corner of the intersection of Bouquet Canyon Road and Soledad Canyon Road. The remainder of the proposed no -stopping zone is adjacent to the Metrolink railroad tracks. The property owner of the shopping center, who indicated he was not in favor of the proposed elimination of parking, has been informed that this issue is being presented to the City Council along with the date and time of the Council meeting. It should be noted that on -street parking does not count as the required parking for a development according to the City Code. Staff conducted multiple on -street parking surveys for the area fronting the shopping center. There were no vehicles parked on the street in this area. Staff observed that there was off-street parking available in the shopping center during the survey. Thus, the removal of the on -street parking should have minimal impact to the businesses in the center. It was also noted that the proposed no -stopping zone will help reduce the number of semi -trucks parked along the curb adjacent to the railroad tracks. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total estimated cost for these installations, including labor and material, is approximately $2,000. Adequate funds for the installations are currently available in the Fiscal Year 2008-2009 Budget. ATTACHMENTS Resolution Exhibit "A" - Lyons Avenue Vicinity Map Exhibit "B" - Lyons Avenue Diagram Exhibit "C" - Bouquet Canyon Road Vicinity Map Exhibit "D" - Bouquet Canyon Road Diagram 2 RESOLUTION 09 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH NO -STOPPING ZONES ALONG THE SOUTH CURB OF LYONS AVENUE AND THE EAST CURB OF BOUQUET CANYON ROAD WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways or portion therefore during certain or all hours of the day; and WHEREAS, a request was made to establish 63.0 feet of no -stopping zone along the south curb of Lyons Avenue between Wiley Canyon Road and Peachland Avenue. WHEREAS, a request was made to establish 1,000 feet of no -stopping zone along the east curb of Bouquet Canyon Road from 500 feet south of Cinema Drive to 500 feet north of Cinema Drive; and NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That 630 feet of no -stopping zone along the south curb of Lyons Avenue between Wiley Canyon Road and Peachland Avenue shall be established. SECTION 2. That 1,000 feet of no -stopping zone along the east curb of Bouquet Canyon Road from 500 feet south of Cinema Drive to 500 feet north of Cinema Drive shall be established. SECTION 3. That staff shall install the necessary signs to affect this resolution. SECTION 4. That establishment of the no -stopping zone shall apply when appropriate signs giving adequate notice thereof have been placed as described in Section 1 and Section 2. SECTION 5.
