VISIONS IN PROGRESS - RESPECT FOR INDIVIDUALITY
PROJECT
Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council approve the conceptual proposed project.
BACKGROUND
In 2002, Councilmember Frank Ferry asked the Community Services Division to create a Youth
Advisory Committee to advise City staff, City Councilmembers, and Parks, Recreation, and
Community Services Commissioners on issues, projects, and plans from a youth perspective. In
October 2002, the first Youth Advisory Committee meeting was held. The Youth Advisory
Committee created Visions in Progress (VIP). Since that time, VIP has provided input on a
number of projects including the Open Space Master Plan, the development of Transit bus
schedules, the recruitment of Aquatic Center staff, the use of the grounds and the facility for the
Central Park Project, and the new Skatepark. VIP has provided input on the Parks, Recreation,
and Community Services Commission priority -setting process and helped the Graffiti Task Force
develop strategies to educate teens on the consequences of graffiti vandalism.
VIP was instrumental in the design, fundraising, and implementation of the Youth Grove. To
date, VIP assists in the maintenance of the Youth Grove and participates in the annual Evening of
Remembrance event. With the successful completion of the Youth Grove project, VIP was
challenged to conceptualize a similar "legacy project' that would be multi -phased, having a
long-term (legacy) impact, and be completed by future VIP members.
VIP has proposed the "Respect for Individuality Project." The mission/message of the project is
"to help the individual be part of the community, and help the community allow the individual to
be part of it; therefore, celebrating the dignity and worth of the individual." The project has two

phases. Phase I is the creation of the visual art aspect; and Phase II is the development of an
educational component.
In Phase I, VIP will work with City staff, the Arts Commission, and the community to identify a
location to display the art, such as the Santa Clarita Sports Complex where the project would
have high visibility. Research has determined that a mosaic wall would be an appropriate display
of the project's message.
Arts and Events staff and VIP will work together to identify local artist(s) to create the artwork.
The visual art will serve to educate the community and make the statement that in Santa Clarita,
"Respect for Individuality" is important. VIP is committed to fundraising to offset 50 percent of
the cost. Once the project cost is identified, the project will return to the City Council for
approval.
In Phase II,-VIP will develop an educational component that will include theatrical performances,
school presentations, workshops, and a public awareness event in cooperation with the school
districts and the Human Relations Forum.

1. Deny the proposed project.
2. Other action as determined by City Council.
