RECOMMENDED ACTION
1. City Council accept the completion of the Safe Routes to School Infrastructure, Project
T0028.
2. Direct City Clerk to file the attached Notice of Completion.
Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion
is recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On June 9, 2009, the City Council awarded a contract to construct the Safe Routes to School
Infrastructure project to R.C. Becker & Son, Inc. Construction began on June 22, 2009. The
project consisted of the construction of physical improvements at crossings near Canyon Springs
Elementary School, Meadows Elementary School, and Emblem Elementary School. The goal of
this project was to enhance student safety by reducing the speed of vehicles near school grounds
and increasing the visibility of school crossings.
Work under this project included restriping crosswalks, replacing existing school signage with
oversized fluorescent yellow -green signage, widening sidewalks, and constructing bulb -outs at
selected school crossings. Bulb -outs are traffic -calming measures that narrow the street by
widening the sidewalk, thereby reducing traffic speeds and shortening the crossing distance.
This project is state funded under the Safe Routes to School (SR2S) Program. The construction
contract was completed within budget to the satisfaction of the City Engineer on
August 28, 2009.

The City has recieved letters of support and gratitude from all three affected schools regarding
the project.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact created by the approval of the recommended action. Adequate state
grant and Transportation Development Act funds were budgeted in Accounts T0028259-
5161.001 and T0028233-5161.001.

NOTICE OF COMPLETION
NOTICE IS HEREBY.GIVEN:
The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Safe Routes to School
Infrastructure, Project T0028.
The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
The general location of said public improvements is at streets adjacent to Canyon Spring Elementary
School, Meadows Elementary School, and Emblem Elementary School.
4. On June 9, 2009, a contract to construct said public improvement was awarded to R.C. Becker & Son,
Inc., 28355 Kelly Johnson Parkway, Santa Clarita, California 91355.
Work under said contract was completed on August 28, 2009, to the satisfaction of the City Engineer,
and was accepted by the City on September 22, 2009.
