AWARD CONTRACT TO ALTA PLANNING + DESIGN TO
IMPLEMENT SAFE ROUTES TO SCHOOL
NON -INFRASTRUCTURE PROJECT

RECOMMENDED ACTION
1. City Council accept the Safe Routes to School Non -Infrastructure grant in the amount of
$295,000 and appropriate to Expenditure and Revenue Accounts 14409-5161.001 and
229-4621.001.
2. Award contract to Alta Planning + Design for the Safe Routes to School Non -Infrastructure
project, federal project SRTS-5450(037), in the amount of $295,000.
3. Authorize the City Manager or designee to execute all documents subject to City Attorney
approval.
BACKGROUND
This is the first federal Safe Routes to School Non -Infrastructure grant the City has received. The
goals of the project are to establish a core group of stakeholders at each school to support and
maintain a Safe Routes to School program, encourage students to walk and bike to school, and
educate students about safe and legal bicycle and walking behavior at each of the City's 26
elementary schools. Key components of the project include:
• Develop a comprehensive Safe Routes to Schools Toolkit
• Conduct a series of Citywide Safe Routes to School Workshops
• Perform walking and bicycling audits at all 26 Santa Clarita elementary schools
• Institute bicycle and pedestrian education program at four pilot schools
• Evaluate the effectiveness of increasing the number of children walking and bicycling to
school at the start and completion of the project
The project will be completed over a two-year period with approximately 13 schools
participating each year.
On March 7, 2008, the Public Works Department received proposals for the preparation of the
Safe Routes to School Non -Infrastructure project from:

Based on technical qualifications, methodology for the project, and experience with pedestrian
and bicycling projects, staff recommends that Alta Planning + Design be awarded the contract for
this project in the amount of $295,000.
This project is federally funded under the Safe Routes to School program. The City recently
received authorization to proceed from the California Department of Transportation. The Safe
Routes to School grant program will reimburse the City at 100 percent of the project cost.

FISCAL IMPACT
This project is 100 percent funded by the Safe Routes to School grant program. Appropriate
$295,000 to Expenditure and Revenue Accounts 14409-5161.001 and 229-4621.001
respectively.
