SAFE ROUTES TO SCHOOL INFRASTRUCTURE, PROJECT
T0026 - PROJECT ACCEPTANCE

RECOMMENDED ACTION
1. City Council accept the completion of the Safe Routes to School Infrastructure, Project
T0026.
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion
is recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On October 28, 2008, the City Council awarded a contract to construct the Safe Routes to School
Infrastructure project to R.C. Becker & Son, Inc. Construction began on November 17, 2008. The
project consisted of the construction of physical improvements at crossings near Santa Clarita
Elementary School, Newhall Elementary School, and Cedar Creek Elementary School. The goal
of this project was to enhance student safety by reducing the speed of vehicles near school
grounds and increasing the visibility of school crossings.
Work under this project included restriping crosswalks, replacing existing signage with oversized
fluorescent yellow -green signage, installing pedestrian countdown signals, installing speed
display signs, and constructing bulb -outs at selected school crossings. Bulb -outs are traffic -
calming measures that narrow the street by widening the sidewalk, thereby reducing traffic
speeds and shortening the crossing distance.
This project is federally funded under the Safe Routes to School (SRTS) Program. The SRTS
Program will reimburse the City a total of $520,470 for construction and construction
engineering costs.
APPROVED
The construction contract was completed within budget to the satisfaction of the City Engineer
on March 19, 2009.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact created by the approval of the recommended action. Adequate federal
grant and Transportation Development Act funds are currently available in the project's budget.
These funds have been approved and budgeted in Accounts T0026229-5161.001 and
T0026233-5161.001.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Safe Routes to School
Infrastructure, Project T0026
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
The general location of said public improvements is located near Santa Clarita Elementary School,
Newhall Elementary School, and Cedar Creek Elementary School.
4. On October 28, 2008, a contract to construct said public improvement was awarded to R.C. Becker and
Son, 28355 Kelly Johnson Parkway, Santa Clarita, CA 91355.
Work under said contract was completed on March 19, 2009, to the satisfaction of the City Engineer,
and was accepted by the City on April 14, 2009.
