RECOMMENDED ACTION
City Council appoint Councilmember McLean as the Southern California Association of
Governments Regional Council representative for District 67, which includes the City of Santa
Clarita and the City of San Fernando, for a two year term.
BACKGROUND
In 2008, the Southern California Association of Governments (SCAG) assessed its multiple
districts and redistricted cities for more equitable population parity. In this action, the City of
Santa Clarita and the City of San Fernando were redistricted into the same regional district.
Previously, the City of Santa Clarita was districted with the City of Lancaster and the City of
Palmdale. The cities of Santa Clarita and San Fernando both concurred with the redistricting so
as to provide more equitable population parity for residents of our two cities in comparison to the
other existing districts in the region.
At the time of the redistricting, the City of Santa Clarita and the City of San Fernando agreed to
rotate SCAG Regional Council representation between the two cities every term. The City of San
Fernando expressed a desire to serve the first term for our district.Typically, SCAG would
require an election process for choosing a representative, but since our district is comprised of
only two cities, and we have verbally agreed to rotate representation every term, we are not
required to go through the SCAG election process.
Subsequent to the redistricting, San Fernando City Councilmember Nury Martinez served as the
APPROVED
SCAG Regional Council member for our district, District 67. SCAG Regional Council terms are
normally for two years, however our district's election or rotation must happen during an
odd -numbered year since it is an odd -numbered district, per SCAG Regional Council procedures.
Although the City of San Fernando has served only one year, the City of Santa Clarita would
serve for the next regular two-year term, and then at that time, the City of San Fernando would
serve the following two-year term, and so on.
In addition to the redistricting, the City of Santa Clarita will share SCAG Regional Policy
Committee seats with Palmdale, Lancaster, and San Fernando. The committees include:
Community, Economic and Human Development (CEHD); Energy and Environment Committee
(EEC); and Transportation and Communications Committee (TCC). Currently, Councilmember
McLean serves on the TCC.
The TCC meeting occurs on the same day as the SCAG Regional Council meetings, and it would
be beneficial to appoint a councilmember who is involved in the SCAG's transportation policies
for representation of our district's transportation needs at the regional level. If approved,
Councilmember McLean's term as SCAG Regional Council representative for District 67 would
begin August 2009 and end May 2011.

Other action as determined by the City Council.
FISCAL IMPACT
Approval of the recommended action requires no additional resources beyond those already
contained within the City's adopted Fiscal Year 2008-09 budget and the proposed Fiscal Year
2009-10 budget.
