WILEY CANYON AND SOLEDAD CANYON ROADS MEDIAN
IMPROVEMENT, PROJECT B1007 - AWARD CONSTRUCTION

RECOMMENDED ACTION
City Council approve the plans and specifications for the Wiley Canyon Road and Soledad
Canyon Road Median Improvement Project, Project B1007, and award the construction
contract to Belaire West Landscape in the amount of $463,126, and authorize a 15 percent
contingency in the amount of $69,468, for a total not to exceed $532,594.
2. Appropriate $270,000 from Landscape Maintenance District Fund Balance (357) to Project
Account B1007357-5161.001.
3. Authorize an increase of $45,000 to existing contract for Pacific Coast Land Design for a
total contractual amount of $78,500.
4. Authorize the City Manager or designee to modify the award in the event that issues of
impossibility of performance arise, subject to City Attorney approval.
BACKGROUND
This is a median improvement project for two different areas in the City. Project Area 1 is
located on Wiley Canyon Road, between Orchard Village Road and Lyons Avenue. Project Area
2 is located on Soledad Canyon Road and includes the four medians immediately east of Bouquet
Canyon Road.
This beautification project is a result of a request from the City's Special Districts Office to
upgrade median landscaping and irrigation to current City standards and minimize water usage.
The project will help the City accomplish its beautification efforts of all major roadways through
landscaped medians.

An invitation to bid was prepared and published three times, April 24, April 28, and May 3,
2009, and was noticed to the City's website. Plans and specifications were also sent to area plan
rooms. Eight bids were submitted to the City and opened by Purchasing on May 21, 2009. The
results of the bids are shown below.

Staff recommends that the project be awarded to Belaire West Landscape, the lowest responsive
bidder for a total not to exceed $532,594. Belaire West Landscape possesses a State Contractor's
License and is in good standing with the State Contractor's License Board. References indicated
that this contractor has performed work to their satisfaction. The bid was reviewed for accuracy
and conformance to the contract documents.
The additional spending authority requested for Pacific Coast Land Design is due to an expanded
scope of work to add median improvements on Soledad Canyon Road and to extend the limit of
work on Wiley Canyon Road, which was originally from Orchard Village Road to Tournament
Road, and will now be from Orchard Village to Lyons Avenue. The expanded scope of work in
design allowed the City to bid both project areas as one bid, thus saving the City dollars on the
construction costs.
The remaining budget will be used for construction management, inspection services, labor
compliance services, staff oversight, and miscellaneous project administration costs.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $420,000 were previously budgeted. The recommended action will
increase the budget to $690,000 in Account B1007357-5161.001.
These funds will adequately provide for the maximum contractual obligation of $532,594 to the
contractor, and for the additional obligation to the design engineer for a maximum amount of
$78,500. The remaining available budget will be used for project construction support services
and administration costs.
