City Council approve Parcel Map No. 68039 (Town Center Mall Expansion). 2. Accept on behalf of the public, the offer of dedication and grant of right to restrict direct vehicular ingress and egress to Magic Mountain Parkway, McBean Parkway, Valencia Boulevard, and Citrus Street. 3. Make findings as follows: (a) project is consistent with the provisions of Sections 66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be approved, and (b) proposed subdivision together with the provisions for this design and improvement is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code. 4. Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of Parcel Map No. 68039, which indicates that all special assessments levied by the City have been paid. 5. Instruct the City Clerk to endorse the Statement on the face of Parcel Map No. 68039, which embodies the approval of said maps and the acceptance of the dedications shown thereon. A'FR D� 6. Instruct the City Engineer to endorse the Statement on the face of Parcel Map No. 68039, which provides for verification of substantial conformance with the Tentative Map and all provisions of local ordinances and state laws applicable at the time of approval. BACKGROUND Tentative Parcel Map No. 68039 (Town Center Mall Expansion) was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and approved by the Planning Commission on July 17, 2007. The map consisting of approximately 69.3 acres is bounded by Magic Mountain Parkway on the north, Valencia Boulevard on the south, McBean Parkway on the west, and Citrus Street on the east, and is owned by Valencia Town Center Venture LP, a Delaware Limited Partnership. This map is a subdivision of Parcel 11 and portions of Parcels 3, 4, 5, 6, 8, 9, 10, 12, 13, and 14 of Parcel Map No. 22206, and portions of Lots 1 and 2 of Tract No. 31452 and is creating nine parcels for commercial purposes. Water rights have been secured for the parcels. The site is for commercial purposes only and has no Quimby or Transit impact fee requirements. Bridge and Thoroughfare (B&T) fees totaling $1,160,971.89 (per Valencia B&T District fees) have been fully satisfied, as stipulated in the Conditions of Approval. The conditions set by the Planning Commission have been met. The fees and the map have been checked to the satisfaction of the City Engineer and are ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by this map. No impact will be made to the City's Street Maintenance Budget. ATTACHMENTS Fact Sheet Exhibit Map W!
