CROSSGLADE AVENUE, PROJECT T3012 - PROJECT

RECOMMENDED ACTION
1. City Council accept the completion of the Upgrade Pedestrian Facilities - Remove
Obstructions at Soledad Canyon Road and Crossglade Avenue, Project T3012.
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion
is recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On February 24, 2009, the City Council awarded a contract to construct the Upgrade Pedestrian
Facilities - Remove Obstructions at Soledad Canyon Road and Crossglade Avenue, Project
T3012, to Christopher R. Morales, Inc. Construction began on May 13, 2009.
The project enhanced pedestrian accessibility, particularly for pedestrians with disabilities, at the
intersection of Soledad Canyon Road and Crossglade Avenue. Work included the relocation,
removal, and/or replacement of pedestrian push buttons and signal heads; construction of new
pedestrian ramps compliant with the Americans with Disabilities Act (ADA); and relocation of a
traffic controller cabinet, including traffic signal poles on the southeast and northwest corners
further back on the sidewalk. The crosswalk on the east leg of the intersection was removed to
improve traffic circulation and reduce vehicle and pedestrian conflict. The median nose that
obstructed the crosswalk on the west leg was cut back to avoid obstructions within the crosswalk.
All work took place within City -owned right-of-way The intersection now conforms to all ADA
standards to accommodate pedestrians with disabilities.

The project was federally funded under the Highway Safety Improvement. Program. The
construction contract was completed within budget to the satisfaction of the City Engineer on
July 14, 2009.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact created by the approval of the recommended action. Adequate federal
grant, Transportation Development Act Article 3, and streetlight maintenance district funds are
currently available in the project's budget. These funds were approved and budgeted in Accounts
T3012259-5161.001, T3012238-5161.001, and T3012354-5161.001, respectively.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Upgrade Pedestrian
Facilities; Remove Obstructions at Soledad Canyon Road and Crossglade Avenue, Project T3012.
The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
3. The general location of said public improvements is Soledad Canyon Road and Crossglade Avenue.
4. On February 24, 2009, a contract to construct said public improvement was awarded to Christopher R.
Morales, Inc., 155 N. Eucla Avenue, San Dimas, California 91773-2587.
Work under said contract was completed on July 14, 2009, to the satisfaction of the City Engineer, and
was accepted by the City on October 27, 2009.
