HomeMy WebLinkAbout2009-08-25 - AGENDA REPORTS - VIA PRINCESSA EIR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: August 25, 2009 Curtis Nay AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH IMPACT SCIENCES, INC., TO PREPARE THE ENVIRONMENTAL IMPACT REPORT FOR THE VIA PRINCESSA EAST EXTENSION Public Works RECOMMENDED ACTION City Council authorize the City Manager or designee to enter into a professional services agreement between the City and Impact Sciences, Inc., to prepare an Environmental Impact Report (EIR) for the Via Princessa continuation from Rainbow Glen Drive to Golden Valley Road in the amount of $422,000, plus a 15 percent contingency in the amount of $63,000, for a total not to exceed $485,000. 2. Appropriate $535,000 from Eastside Bridge and Thoroughfare District Fund Balance (Fund 301) to expenditure Account S3026301-5161.001. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Via Princessa extension will be one of the primary east -west arterials through the City. The City's General Plan includes several large developments in the project vicinity. A "Conceptual Alignment Study" (dated July 1997) was completed by ASL Consulting Engineers for the City, which proposed to construct the extension of Magic Mountain Parkway from San Fernando Road to Via Princessa and the extension of Via Princessa from Magic Mountain Parkway to approximately quarter of a mile west of Rainbow Glen Drive. A��RUULSD The limits for this project are for the extension of Via Princessa from Golden Valley Road on the west to Rainbow Glen Drive on the east. The project is about 1.2 miles in length and is designated as a major arterial highway per the City's Master Plan of Arterial Highways. The proposed roadway will be six lanes with a raised landscaped median, sidewalk on each side, and a two-lane bike path along the south side. City staff recently conducted interviews and reviewed proposals from various firms to prepare EIRs for the Via Princessa extension project. Impact Sciences, Inc., was the highest rated firm of those interviewed. Impact Sciences, Inc., submitted a proposal that was complete and addressed the required elements of the proposed EIR. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The requested appropriation of $535,000 from the Eastside Bridge and Thoroughfare District will fully fund the project. The remaining budget will adequately provide for project administration, legal services, staff oversight, and other miscellaneous costs.
