RESOLUTION AUTHORIZING THE INSTALLATION OF A
MULTIWAY STOP CONTROL FOR THE INTERSECTION OF
WALNUT STREET AND 13TH STREET

RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of a multiway stop control for the
intersection of Walnut Street and 13th Street.
BACKGROUND
Staff received a request from an area resident to investigate the possibility of installing a
multiway stop control at the intersection of Walnut Street and 13th Street. The resident indicated
heavy school-age pedestrian and vehicular traffic congestion at this intersection, particularly
during the morning and afternoon school dismissal periods.
The intersection of Walnut Street and 13th Street is a four -legged intersection in a residential
neighborhood contiguous to Newhall Elementary School. The intersection currently has stop
controls on 13th Street. Staff conducted a multiway stop analysis, which included the evaluation
of vehicular and pedestrian volumes, collision history, and sight visibility at the intersection. The
analysis determined the intersection met the minimum volume warrants for the installation of a
multiway stop control at the intersection of two residential streets contiguous to a public school.
The installation of the multiway stop control will improve traffic circulation and safety for both
motorists and pedestrians at the intersection. The multiway stop control will provide a gap in the
mainstream traffic to reduce delay for motorists entering from the minor street and improve the
right-of-way control at the intersection.

Staff informed the school of the proposed multiway stop control at the intersection. The school is
in support of the proposed improvement and they will be notifying the parents of their students in
the school newsletter.

FISCAL IMPACT
The installation of the multiway stop control is estimated at $1,000. Adequate funds are available
in the Striping and Signing Maintenance Account 14504-5111.010.

RESOLUTION 09-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA,
AUTHORIZING THE INSTALLATION OF A MULTIWAY STOP CONTROL FOR THE
INTERSECTION OF WALNUT STREET AND 13TH STREET
WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to
designate any intersection under their exclusive jurisdiction as a stop control intersection; and
WHEREAS, traffic operations at the intersection of Walnut Street and 13th Street
will benefit from the installation of a multiway stop control.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersection of Walnut Street and 13th Street be designated as
a multiway stop control intersection. Traffic on both Walnut Street and 13th Street shall be
required to stop before entering the intersection.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and pavement markings, giving adequate notice thereof, have been placed as
described in Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
affect this Resolution.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
