HomeMy WebLinkAbout2009-02-03 - MINUTES - JOINT STUDY SESSION (2)CITY OF SANTA CLARITA City Council Planning Commission Parks, Recreation, and Community Services Commission Joint Study Session February 3, 2009 Call to Order: 5:32 p.m. Roll Call Council: All Councilmembers were present. Planning Commission: All Commissioners were present. Parks, Rec, & Cmty Services Commission: All Commissioners were present, with the exception of Chair Ed Redd and Commissioner Matt Halliday Flag Salute: Tess Simgen led the flag salute. ITEM 1 FISCAL YEAR 2009-2010 BUDGET — Ken Pulskamp, City Manager, outlined the proposed budget and the City's fiscal status and outlook. Council / Planning Commission / Parks, Recreation and Community Services Commission members questions, concerns and comments included: why staff is developing a flat budget when expectations are that decreases will be needed; having to recreate a budget model because past ones don't work in the current economic climate; the possibility of the State taking funds from unanticipated sources being the biggest risk in revenue forecasting; having projects "on the shelf' and ready to go to utilize any stimulus package funds received; Economic Development staff focusing on "green industries" locating in the City as well as retention of businesses; revisiting and reevaluating existing priorities to ensure they are still priorities; helping external and community agencies readjust expectations; thinking long-term and realistically to keep people working, the possibility of creating a community garden and food co-ops; noting that the County Board of Supervisors was looking into the legality of not paying the State some amounts due if the State will be issuing IOUs in return; the City being responsible to help minimize the current economic dilemma and keep businesses open and employees working; and the need to speed up the permit review process. Mayor Ferry requested that each Commission agendize discussion of the to -be -developed Arts Commission to brainstorm thoughts to help ensure the success of the Commission.
