FEBRUARY 10, 2009 CALL TO ORDER Mayor Ferry called to order the special meeting of the City Council at 5:31 p.m. ROLL CALL All Councilmembers were present. PUBLIC PARTICIPATION There was none. CLOSED SESSION Carl Newton, City Attorney, advised of the need to conduct a Closed Session for the purpose of holding a: CONFERENCE WITH LEGAL COUNSEL — POTENTIAL LITIGATION Government Code Section 54956.9(c) — one matter RECESS AND RECONVENE Mayor Ferry recessed the meeting to Closed Session at 5:32 p.m. and reconvened the meeting at 6:00 p.m. CITY ATTORNEY ANNOUNCEMENT Carl Newton, City Attorney, announced that no action was taken in Closed Session that was required to be reported. ADJOURN Mayor Ferry adjourned the meeting at 6:00 p.m. INVOCATION Councilmember Ender gave the invocation. CALL TO ORDER Mayor Ferry called to order the regular meeting of the City Council at 6:00 p.m. ROLL CALL All Councilmembers were present. FLAG SALUTE Councilmember Ender led the flag salute. AWARDS/RECOGNITION TO MEMBERS OF THE COMMUNITY Mayor Ferry and Councilmembers recognized Captain Anthony La Berge, Santa Clarita's Chief of Police, Los Angeles County Sheriffs Department, for his exceptional work and value to the City of Santa Clarita. PRESENTATIONS TO THE CITY Mayor Ferry and Councilmembers recognized the Economic Development Division, for receiving the "Most Business Friendly City" award from the Los Angeles County Economic Development Corporation. COMMITTEE REPORTS/COUNCILMEMBER COMMENTS Councilmember Ender commented on the Los Angeles County Economic Development Corporation Conference, hosted by College of the Canyons, and thanked Jason Crawford for his coordination efforts; and congratulated Jessica Freude and Juliet Mothershed on receiving the San Fernando Valley Business Journal's "Forty under 40" award. Councilmember Kellar commented on the Los Angeles County Economic Development Corporation Conference, hosted by College of the Canyons; commented on the knowledge of the current economic situation by both the Chamber of Commerce and the City, and all that is being done on behalf of the community; and commented on the upcoming Amgen Tour of California on February 21, and the Celebrity Dinner to benefit the Senior Center being held on February 22. Councilmember McLean commented on her participation in the Santa Clarita Valley School and Business Alliance Job Shadow Day; on her concern regarding Federal Economic Stimulus Legislation funds reaching local entities; stated her concern in regards to the efforts to amend the Wilderness Bill; and commented on the speaker from the Golden State Gateway Coalition regarding funding for the I-5 truck lanes. Council directed staff to contact Congressman McKeon's office regarding correspondence from the City to aid in the Federal legislative efforts. Mayor Pro Tem Weste commented on the many events taking place within the City, and gave a warm reminder to be careful and stay safe when out in the stormy weather. Mayor Ferry made no comments. EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. 1 February 10, 2009 2 1 APPROVAL OF AGENDA Motion by Kellar, second by Weste, to approve the agenda. Hearing no objections, it was so ordered. APPROVAL OF MINUTES Motion by Kellar, second by Ender, to approve the minutes of the January 23, 2009 special meeting as submitted. Hearing no objections it was so ordered. Motion by Kellar, second by Weste, to approve the minutes of the January 27, 2009 special and regular City Council meetings as submitted. Hearing no objections, it was so ordered. ITEM 1 CONSENT CALENDAR READING OF ORDINANCE TITLES Government Code Section 36934 requires that all ordinances be read in full prior to Council taking action on the ordinance. By listing the ordinance title on the Council meeting agenda, Council may determine that the title has been read. Determine that the titles to all ordinances which appear on this public agenda have been read and waive further reading. ITEM 2 CONSENT CALENDAR THE MASTER'S COLLEGE MASTER PLAN PROJECT, MASTER CASE NO. 04-496, SECOND READING AND ADOPTION OF ORDINANCE Consideration of Zone Change 04-006 for The Master's College Master Plan project to amend the City's zoning map and change the zoning designation' of two areas from Residential Low (RL) to Private Education (PE) and from PE to Residential Moderate (RM) on the project site, generally located at 21726 Placerita Canyon Road in the City of Santa Clarita. Adopt Ordinance No. 09-2 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING ZONE CHANGE 04-006 (MASTER CASE 04-496) TO AMEND THE CITY'S ZONING MAP AND CHANGE THE ZONING OF TWO AREAS OF THE PROJECT SITE FROM RL (RESIDENTIAL LOW) TO PE (PRIVATE EDUCATION) AND FROM PE TO RM (RESIDENTIAL MODERATE) ON THE PROJECT SITE GENERALLY LOCATED AT 21726 PLACERITA CANYON ROAD, IN THE CITY OF SANTA CLARITA." February 10, 2009 ITEM 3 CONSENT CALENDAR LOS ANGELES REGIONAL INTEROPERABLE COMMUNICATIONS SYSTEM (LA-RICS) PROJECT JOINT POWERS AGREEMENT (JPA) Following the events of September 11, 2001, the National 9-11 Commission identified a serious weakness in the ability of various metropolitan areas to respond to regional crises events; the lack of interoperable communications. A steering committee was created to further the creation of a Los Angeles Regional Interoperable Communications System (LA-RICS) for the purpose of developing and implementing a modern data communications system. Adopt Resolution No. 09-11, the Los Angeles Regional Interoperable Communications System (LA-RICS) Project Joint Powers Agreement (JPA), authorizing the City's membership in the LA-RICS authority. Authorize City Manager, or designee, to execute the JPA. ITEM 4 CONSENT CALENDAR SAN FERNANDO VALLEY COUNCIL OF GOVERNMENTS Currently, the City of Santa Clarita does not participate in a formal Council of Governments. The purpose, or goal, of the City of Santa Clarita to participate in a Council of Governments, is to create forum for open dialogue between cities with similar regional priorities. City staff was requested by the San Fernando Valley Economic Alliance to participate in the formation committee of the San Fernando Valley Council of Governments. City staff chose to unofficially participate in the formation committee to determine if common regional priorities between the San Fernando Valley ("Valley") and the City of Santa Clarita exist. Direct staff to work with the San Fernando Valley Economic Alliance, formally requesting that the City of Santa Clarita be considered as full -voting member of the San Fernando Valley Council of Governments. ITEM 5 CONSENT CALENDAR CHECK REGISTER NOS. 3 & 4 Approval of the Check Registers. Approve and ratify for payment the demands presented in Check Register Nos. 3 & 4. Motion by Kellar, second by Weste, to approve the Consent Calendar. On roll call vote: Ayes: McLean, Ender, Kellar, Weste, Ferry Noes: None Absent: None Motion carried. 1 February 10, 2009 4 1 PUBLIC PARTICIPATION Addressing the Council was Tim Ben Boydston, representing the Canyon Theatre Guild and the Santa Clarita Regional Theatre, thanking the Council for the Community Grants Program, and the further review of the MOU with College of the Canyons for the Performing Arts Center; and Megan Scherich and other students, representing the Student Task Force of the Human Rights Watch, regarding the declaration of February 12 as Red Hand Day in Santa Clarita to bring awareness to, and help stop the use of child soldiers around the world. Mayor Ferry and Council declared February 12, 2009, as Red Hand Day in Santa Clarita. STAFF COMMENTS There were none. ADJOURNMENT Mayor Ferry adjourned the meeting at 6:51 p.m. FUTURE MEETINGS The next regular meeting of the City Council will be held Tuesday, February 24, 2009, at 6:00 p.m. in the Council Chamber, 1st floor of City Hall, 23920 Valencia Blvd., Santa Clarita, CA.
