PROJECT ACCEPTANCE OF DISCOVERY PARK

RECOMMENDED ACTION
1. City Council accept the work performed by R. C. Becker & Son, Inc., on the construction of
Discovery Park, Project P3016.
2. Direct the City Clerk to file the attached Notice of Completion with the County Recorder.
3. Direct staff to release the balance of the retention 35 days after Notice of Completion is
recorded, provided no stop notices, as provided by law, have been filed.
BACKGROUND
In 2003, the Discovery Park Master Plan, Conditional Use Permit, and CEQA document were
completed for a 25 -acre park site. The site is located adjacent to the Santa Clara River along the
west side of Canyon View Drive. The Master Plan addressed approximately 12 acres of the site
to be developed as a passive river park, 13 acres within the river to remain undeveloped, and a
City bike/pedestrian path from Soledad Canyon Road to Discovery Park. The bike/pedestrian
path was completed in 2006.
On December 8, 2009, a contract was awarded to develop three acres of the park site using
Proposition A funds. On April 27, 2010, Council approved an additional two acres of park
improvements to use remaining funds available from the grant. Construction occurred on
approximately five acres of the park including an extension of the Canyon View bike path,
picnic areas, permeable concrete parking lot, boulder play area, shade structure, native
landscaping with an educational story board, drinking fountain, and an equestrian hitching post.

All construction work and the 90 -day maintenance period were completed on September 20,
2010. The contractor has completed all punch -list items.

FISCAL IMPACT
Funds for this expenditure are available in Fiscal Year 2010-11 budget in account
P3016262-5161.001. Adequate funds were budgeted for the project.

NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way upon
which it has been constructed, of a certain public improvement known as Discovery Park, Project P3016.
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
3. The general location of said public improvements is 27555 Canyon View Drive, Santa Clarita, CA 91351.
4. On December 8, 2009, a contract to construct said public improvement was awarded to R. C. Becker & Son,
Inc.
5. Work under said contract was completed on September 20, 2010 to the satisfaction of the City Engineer,
and was accepted by the City on October 12, 2010.
