HomeMy WebLinkAbout2010-07-13 - AGENDA REPORTS - AMEND SC MUNICODE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by July 13, 2010 Hope Horner AMEND SANTA CLARITA MUNICIPAL CODE SECTION 11.68.020 Parks, Recreation, and Community Services RECOMMENDED ACTION City Council approve amendment to Santa Clarita Municipal Code Section 11.68.020, adding the definition of S1apTags to the City's Graffiti Ordinance. BACKGROUND The Santa Clarita Municipal Code consists of City Council approved ordinances that are of a general and permanent nature. Chapter 11.68 within Title 11, Public Peace and Welfare, of the Santa Clarita Muncipal Code, addresses graffiti within the City. Among other things, this Chapter defines graffiti, declares graffiti a public nuisance, restricts the possesion of graffiti implements by minors, and outlines penalties. Staff is concerned with the proliferation of "slap tags" in Santa Clarita, and views slap tags as another form of graffiti that should be governed by the Santa Clarita Muncipal Code. Staff is requesting that the Council consider the addition of the following language under Chapter 11.68 of the Santa Clarita Muncipal Code under Section 11.68.020, Definitions: "Slap Tags" means any material with an adhesive glue or tape, such as, but not limited to, decals, stickers, posters, or labels that may be applied to building structures, light posts, street poles, street signs, newspaper stands, phone booths, windows, utility boxes, or other surfaces on public and private property without permission. Slap Tags are a form of street art in which an image or message is publicly displayed using stickers. AponOD 2 IS This item was heard by the Parks, Recreation, and Community Services Commission at the June 3, 2010, meeting. By a unanimous vote, the Commission recommended that the City Council include the definition of slap tags into the Santa Clarita Municipal Code Section 11.68.020. By including the definition of slap tags in the ordinance, the City will have the ability to enforce penalties on those who seek to deface property in the City with the use of stickers.
