TRAFFIC CIRCULATION AND SAFETY IMPROVEMENTS ON
BOUQUET CANYON ROAD AND NEWHALL RANCH ROAD,
PROJECT C4010 - APPROVE PLANS AND SPECIFICATIONS
AND AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Traffic Circulation and Safety
Improvements on Bouquet Canyon Road and Newhall Ranch Road, Project C4010, and
award the construction contract to R.C. Becker & Son, Inc., in the amount of $240,543, and
authorize a contingency in the amount of $36,082, for a total contract amount not to exceed
$276,625.
2. Appropriate $7,000 from Landscape Maintenance District Fund Balance 357 to Expenditure
Account C4010357-5161.001 and authorize the transfer of $13,000 from the 2010-11
Overlay and Slurry Seal Expenditure Account M0077230-5161.001 to Expenditure Account
C4010230-5161.001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Traffic Circulation and Safety Improvements on Bouquet Canyon Road and Newhall Ranch
Road improves traffic circulation and safety at the intersection by allowing for dual left -turn
lanes from southbound Bouquet Canyon Road onto eastbound Newhall Ranch Road. The traffic
circulation improvements will help accommodate the increased daily traffic flow to the newly
constructed Golden Valley Road Bridge over the Santa Clara River.
APPROV it
This project is primarily federally funded under the Federal Highway SAFE -T -LU appropriation.
On September 27, 2010, the City received authorization from the California Department of
Transportation to proceed with a call for bids and construction.
An invitation to bid was published three times (October 15, October 17, and October 20, 2010),
and was noticed to the City's Web site. Plans and specifications were also sent to area plan
rooms. Four responsive bids were submitted to the City and opened by Purchasing on
November 16, 2010. The results are shown below:

The lowest responsible bid was submitted by R.C. Becker & Son, Inc., in the amount of
$240,543. Staff recommends that the project be awarded to R.C. Becker & Son, Inc., the lowest
responsive bidder. This contractor possesses a valid state contractor's license and is in good
standing with the Contractors State License Board. The contractor's bid has been reviewed for
accuracy and conformance to the contract documents and was found to be complete.
Funds in the amount of $27,631 will be utilized for construction materials testing, inspection
services, labor compliance services, staff oversight, construction engineering, and surveying.
Staff requests a transfer from the 2010-11 Overlay Program and a new appropriation from the
Landscape Maintenance District Fund Balance to provide for asphalt and landscape related
construction components within the scope of work for this project.

FISCAL IMPACT
This project is primarily funded by the Federal Highway SAFE -T -LU Grant Program.
Grant funds in the amount of $284,256 are currently available in Expenditure Account
C4010229-5161.001. The requested appropriation of $7,000 from Landscape Maintenance
District Fund Balance 357 and the requested transfer of $13,000 from Account
M0077230-5161.001 to C4010230-5161.001 will adequately provide for all anticipated project
costs.
