RESOLUTIONS TO ESTABLISH PARKING RESTRICTIONS ON
CEDARCREEKSTREET, AVENUE TIBBITTS, AND NEWHALL
RANCH ROAD

RECOMMENDED ACTION
City Council adopt three resolutions to establish parking restrictions at the following locations
(Exhibit "A"):
A no -parking zone along the north side of Cedarcreek Street adjacent to Rio Vista
Elementary School.
A no -stopping zone along the east side of Avenue Tibbitts south of Avenue Scott.
A no -stopping zone along the south side of Newhall Ranch Road between Avenue Tibbitts
and McBean Parkway.
BACKGROUND
Cedarcreek Street
The Traffic and Transportation Planning Division received a request from Rio Vista Elementary
School to provide an exclusive drop-off/pick-up area along the north side of Cedarcreek Street
for their kindergarten students valet program. The school's kindergarten population (currently
150 students) has increased due to the implementation of a full-time kindergarten program.
Currently, during arrival and dismissal times, vehicles are often parked along the curb on the
approach to the kindergarten valet area. Vehicles waiting in line for the valet program are forced
into the through traffic lane, causing double parking and conflicts with traffic in the opposite
direction.
Staff consulted with the Sheriff s Department and reviewed field conditions to determine that
establishing a no -parking zone between Bonlee Avenue and a point 305 feet to the west would

enhance traffic circulation and improve safety for the kindergarten valet (Exhibit "B"). The
proposed no -parking zone will have minimal impact to the neighborhood since the restrictions
would only be in effect during school hours. '
Avenue Tibbitts
Staff received a request from an area resident to review parking on Avenue Tibbitts south of
Avenue Scott. The requestor was concerned that vehicles parked at the curb encroach on the
northbound travel lanes and restrict safe passage for other vehicles.
Staff conducted a review of the area and found that the width of the existing outside northbound
lane is insufficient to accommodate on -street parking. While portions of the curb are currently
painted red, other portions still allow for on -street parking. The establishment of a no -stopping
zone along the east curb of Avenue Tibbitts between Avenue Scott and a point 230 feet south
(Exhibit "C") will prevent vehicles form parking in that area which may impede northbound
traffic. Signage will be posted for the proposed no -stopping zone and the existing red curbs will
be removed. The adjacent property owners have been contacted and are in agreement with this
proposal.
Newhall Ranch Road
Parking is prohibited on all portions of the Cross Valley Connector (Newhall Ranch Road and
Golden Valley Road) between Interstate 5 and State Highway 14, except for a small area along
the south side of Newhall Ranch Road between Avenue Tibbitts and a point 750 feet west of
McBean Parkway (Exhibit "D"). Establishment of an additional 1,825 feet of no -stopping zone
will complete the parking removal for the length of this major arterial and improve safety and
aesthetics for the area.
It is common to see large trucks parked or stored in this area. Staff has received comments that
the trucks are unsightly and create a safety issue as they enter and leave the area. In addition to
trucks, families will often park their vehicles along the south side of Newhall Ranch Road east of
the river, and run across the road to attend sporting events at Heritage Park. Adequate safe
parking is available in the Heritage Park parking lots and on surrounding streets to the north of
the park. The Parks Division has been consulted regarding this activity, and the proposal will
enhance safety for park patrons.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of approximately 18 signs and removal of approximately 75
feet of red curb at a cost of approximately $2,200. Adequate funds are available in the Street
Maintenance Striping Account 14504-5111.010.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH A NO -PARKING ZONE
ALONG THE NORTH SIDE OF CEDARCREEK STREET ADJACENT TO
RIO VISTA ELEMENTARY SCHOOL
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for
local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or
highways or portion thereof during certain or all hours of the day; and
WHEREAS, it is consistent with normal traffic engineering practices to establish
no -parking zones near schools.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. That the no -parking zone from 7:00 a.m. to 4:00 p.m. "school days only"
along the north side of Cedarcreek Street adjacent to Rio Vista Elementary school between
Bonlee Avenue and a point 305 feet to the west shall be established.
SECTION 2. The establishment of the no -parking zone shall apply when appropriate
signs and/or curb markings giving adequate notice thereof have been placed as described in
Section 1.
SECTION 3. That staff shall install the necessary signs and/or markings to affect this
resolution.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.

highways or portion thereof during certain or all hours of the day; and
WHEREAS, it is consistent with normal traffic engineering practices to establish

follows:

Section 1.
SECTION 3. That staff shall install the necessary signs and/or markings to affect this
resolution.
