HomeMy WebLinkAbout2010-01-26 - AGENDA REPORTS - CIWMB- GRANT APPLICATION (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by January 26, 2010 Travis Lange Eli RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR THE SOLID WASTE DISPOSAL AND CODISPOSAL SITE CLEANUP PROGRAM Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing submittal of the Solid Waste Disposal and Codisposal Site Cleanup Program Grant (Program) to the California Integrated Waste Management Board (CIWMB). BACKGROUND The CIWMB is offering reimbursement grants to abate illegal dumping within California. This program makes funds available for waste removal and disposal, site grading, and health and safety measures required for eligible project work. The program, as provided by Assembly Bill 2136, authorizes the allocation of up to $100,000 for 2010. The maximum grant amount is $100,000; and eligible projects must intend to abate threats to public health and safety and/or the environment by cleaning up solid waste at illegal disposal sites within the public entity's jurisdiction where there is no responsible party or where the responsible party is unable or unwilling to perform the timely remediation. The City is requesting a total of $60,000 to offset the costs associated with the River Rally events. The award date for the Solid Waste Disposal and Codisposal Site Cleanup Program is February 2010. Environmental Services Division submitted the grant application to the CIWMB requesting funding to offset costs associated with the City's annual River Rally event. Due to the uncertainty of available funding, the CIWMB allowed the Environmental Services Division to submit a tentative grant application without the required Council approved resolution. If the City �jx Council chooses to adopt this resolution, the adopted resolution will be sent to the CIWMB to complete the pending application. If the City is awarded the grant, the funds will be used over a three-year period to offset the costs of the 2010, 2011, and 2012 River Rally events. ALTERNATIVE ACTIONS None. FISCAL IMPACT The total amount of grant funds applied for is $60,000. If the funds are awarded to the City by the CIWMB, staff will create a revenue account and return to Council to appropriate the funds into the Stormwater Utility Fund Account. ATTACHMENTS Resolution RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE SOLID WASTE DISPOSAL SITE CLEANUP TRUST FUND FOR THE RIVER RALLY CLEANUP EFFORT IN 2010, 2011, AND 2012 WHEREAS, the people of the State of California have enacted Assembly Bill 2136 that authorizes the California Integrated Waste Management Board to initiate and administer a program for cleanup of solid waste disposal sites and for cleanup of solid waste at codisposal sites where the responsible party either cannot be identified or is unable or unwilling to pay for timely remediation, and where cleanup is needed to protect public health and safety or the environment; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution the approval of the application before submission of said application; and WHEREAS, the applicant will enter into an agreement with the California Integrated Waste Management Board for the site cleanup. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approve the filing of an application for the cleanup of solid waste using grant funds from the Solid Waste Disposal Site Cleanup Trust Fund for the project specified above. SECTION 2. Appoint the Director of Public Works as agent of the City Council of the City of Santa Clarita to conduct all negotiations, execute and submit all documents including, but not limited to, applications, grant agreements, amendments, payment requests, and so on, which may be necessary for the completion of the aforementioned project. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this day of 2010.
