Gorman DATE: May 11, 2010 SUBJECT: COMMISSION/PANEL VACANCIES DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council and Redevelopment Agency declare vacancies on the Planning Commission, Parks, Recreation and Community Services Commission, Arts Commission, Open Space Preservation District Financial Accountability and Audit Panel (FAAP), and Newhall Redevelopment Committee, and approve the recruitment process. BACKGROUND Pursuant to applicable resolutions and/or ordinances, members of the Planning Commission, Parks, Recreation and Community Services Commission, Arts Commission, and Open Space Preservation District Financial Accountability and Audit Panel (FAAP) serve at the will of the Council for appointed terms of four years. The members of the Newhall Redevelopment Committee serve at the will of the Redevelopment Agency for appointed terms of four years. Members of the Newhall Redevelopment Committee were appointed following the recommendations of the City Council Economic Development sub -committee. Established Committee Norms provide that every two years the Redevelopment Agency re-evaluate one half of the current committee and at the same time open the process for new member consideration. Six members' terms will expire in January 2011, with the remaining seven members' terms expiring in January 2013. Terms of various Planning Commissioners, Parks, Recreation & Community Services Commissioners, Arts Commission, and Open Space Preservation District Financial Accountability and Audit Panelmembers (FAAP) will expire on July 31, 2010. APPROVED The various appointees, their appointment dates, the dates those appointments expire, and names of the Councilmembers who made the appointments (if any) are provided in the attached Local Appointments List. Pursuant to procedures adopted by the City Council and/or Redevelopment Agency, below is a recommended schedule to complete the appointment process: May 11 Council/Agency declares vacancies (regular meeting). May 14 City Clerk/Agency Secretary publishes and posts Notice of Vacancies per Government Code Section 54974. Prospective candidates may obtain an application from the City Clerk's Office or from the City's website. (Publish notice twice and post in Clerk's Office, Libraries, and Sheriffs Office.) May 14 - June 18 City Clerk/Agency Secretary receives applications. June 21 - July 13 Council/Agency reviews applications. July 13 Council/Agency submits nominations for ratification by the City Council/Redevelopment Agency and make appointments (regular meeting). The City Clerk/Agency Secretary will administer the oath of office to the newly appointed members at their respective regularly scheduled meeting after July 31, 2010. ALTERNATIVE ACTIONS Other action as determined by the City Council and Redevelopment Agency. FISCAL IMPACT Costs of publishing the Notice of Vacancies have been budgeted in FY 2009-10.
