DATE: SUBJECT: DEPARTMENT Agenda Item: /1) CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: September 14, 2010 Travis Lange RESOLUTION TO CONTINUE THE CITY'S PARTICIPATION WITH THE COMMUNITY ENERGY PARTNERSHIP Public Works RECOMMENDED ACTION City Council adopt a resolution to continue the City's participation with the Community Energy Partnership. BACKGROUND The Community Energy Partnership is a collaboration between local governments, two investor owned utilities, and The Energy Coalition. The local governments in the partnership include Brea, Corona, Irvine, Moreno Valley, San Bernardino, Santa Monica, and (if approved by the City Council) Santa Clarita. The investor owned utilities are Southern California Edison (SCE) and the Southern California Gas Company (SCG). The Energy Coalition has been developing energy initiatives with partners in the United States and Sweden for almost thirty years, bringing together a variety of resources to develop innovative demonstration projects. The Community Energy Partnership work is funded by the California Public Utilities Commission through grants from the Public Goods charge funds. The Public Goods charge is on every utility bill and is pooled and granted out for energy efficiency programs every two or three years. The City has participated.in the Community Energy Partnership since 2004, when the City Council passed the original resolution. The current resolution would allow the City to participate through 2012. This program, through education and promoting energy efficiency and peak demand management, has decreased the demand for energy by educating and empowering consumers to Ad�oS. °.�8' strengthen their relationships with serving utilities and to take control of their energy future. Efforts included direct energy tune ups, distributing efficiency kits at City events, and a torchiere . lamp exchange. The program has been very successful. The program accomplished the following between January 2006 and December 2009: • Saved 1,827,506 kilowatts (kWh) in electricity • Saved 15,619 therms of natural gas • Helped 43 small businesses with tune-ups • Helped 1,022 residents with tune-ups • Saved the community over $280,000 in annual energy costs In November and December 2010, SCE and SCG, with publicity help using the Community Energy Partnership, will provide free business tune-ups for any small businesses in Santa Clarita. These tune-ups will help increase energy efficiency, reduce energy costs, and provide a list of additional energy efficiency recommendations to the business owner and the incentives available. The 2010-12 goals will shift from interaction with residents and businesses to leading by example with local government actions and facilities and promoting existing and expanded utility programs. This includes enrolling in more demand management programs for City facilities, and shifting some energy use from peak times (12:00 p.m. - 6:00 p.m.) to non -peak times. The City will also develop programs to encourage energy efficiency, such as online permitting or recognition programs similar to Bike to Work Day using Energy Star. Additionally, City staff will attend more code compliance workshops to increase the City's overall expertise in energy. Conducting energy efficiency and savings analysis for the Climate Action Plan is also part of the goals. This is required for One Valley One Vision and will help prioritize efficiency efforts for the community. For City facilities, staff will work to benchmark most, if not all, City facilities utilizing the free Energy Star benchmarking software. Benchmarking helps track energy use over time, quantifies energy efficiency, and demonstrates opportunities for savings. It may also provide for national recognition of City buildings. Adopting this resolution allows the City to continue to benefit from these programs and efforts. In addition, the utilities have developed bonus incentive rates for partnership cities that achieve certain levels of efficiency and demand response. Currently, as a result of residents, businesses, and the City participating in these types of programs, our community receives an additional $.06 per kWh for incentives. In order to reach the next level, at least 25 percent of eligible facilities will need to participate in a demand response program and the City must complete a Climate Action Plan. This would result in $.09 per kWh bonus incentive for the City, businesses, and residents. The Community Energy Partnership will help facilitate programs and publicize efforts to help Santa Clarita reach their goals. The Community Energy Partnership will also continue to help the City's eligibility for grants to offset training costs and creation of the energy portion of the required Climate Action Plan. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The goals of this partnership are designed to achieve cost savings for City facilities on utility bills. ATTACHMENTS Resolution 3 RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE CITY TO PARTICIPATE IN THE COMMUNITY ENERGY PARTNERSHIP, AN ENERGY EFFICIENCY PROGRAM AMONG SOUTHERN CALIFORNIA CITIES, WITH THE ENERGY COALITION, A CALIFORNIA NON-PROFIT CORPORATION, SOUTHERN CALIFORNIA EDISON, AND THE SOUTHERN CALIFORNIA GAS COMPANY WHEREAS, on October 1, 2009, the California Public Utilities Commission in D.09-09-047 authorized certain energy efficiency programs and budgets which include Southern California Edison (SCE) programs and the Southern California Gas Company (SCG) programs to be delivered to California utility customers for the years 2010 through 2012; including the 2010-12 Community Energy Partnership Program (Program); and WHEREAS, the City of Santa Clarita (City) participated in the 2006-08 Community Energy Partnership Program; and WHEREAS, the City has entered into the Program with The Energy Coalition and its implementing partners, SCE and SCG, and the partner cities of Brea, Corona, Irvine, Moreno Valley, San Bernardino, Santa Clarita, and Santa Monica, having been nominated by the implementing partners to continue its participation in the Program; and WHEREAS, the mission of the Program is to deliver effective energy efficiency programs that forge positive relationships, motivate communities to reduce environmental impacts, and promote sustainable cities; and WHEREAS, The Energy Coalition, SCE, and SCG have demonstrated their ability to work with Southern California municipalities and with the City since 2004 to successfully implement energy efficiency programs and achieve energy savings for the participating cities and their communities; and WHEREAS, The Energy Coalition, as facilitating partner in the Community Energy Partnership, bears primary responsibility for project management, performance tracking, and implementation of energy efficiency programs and services to populations of the City; and WHEREAS, all projects in the City will be coordinated through an appointed City staff liaison to ensure that proposed projects meet the City's intended energy efficiency goals and target City residents, schools, and businesses; and WHEREAS, the City enters into this Resolution with the sole obligations listed therein. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City will participate in the Program with The Energy Coalition, SCE, and SCG to implement the Program in the City for the 2010-12 Program cycle. SECTION 2. The City supports the goals and strategies involved in implementing the Program for the 2010-12 Program cycle. SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
