BACKGROUND A public hearing before the City Council for this project was held on September 9, 2009. At this meeting, the City Council postponed consideration of the annexation proposal to a future date, until a community meeting could be held with the Crystal Springs and Ridgecrest communities. On September 29, 2009, City staff met with the residents of the Crystal Springs and Ridgecrest communities to answer their questions about annexation. At this time, staff recommends that the' item be continued to a date uncertain. ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT There would be no fiscal impacts with this action. Confinuedrlpo: Doc- Uoce-r4zL�ri 1 PROJECT TITLE PROJECT APPLICANT PROJECT LOCATION: CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING MASTER -CASE NO. 09-073 Prezone 09-003, General Plan Amendment 09-004, Annexation 09-003 City of Santa Clarita The proposed project area is generally located 1.5 miles south of State Route 14, east of Sand Canyon Road in the Sand Canyon community, along the easterly boundary of the City of Santa Clarita in the unincorporated area of the County of Los Angeles. PROJECT'DESCRIPTION: This is a request to initiate a request for annexation to the Local Agency Formation Commission (LAFCO) for unincorporated County territory that includes the neighborhoods of Ridgecrest and Crystal Springs. In addition,..this is a request for a General.Plan Amendment (GPA), Prezone, and annexation of approximately 170 acres of inhabited land containing 105 single-family homes. The prezone would establish a City of Santa,Clarita zoning designation for the annexation area consistent with existing development and County zoning in the project area that would become effective upon approval of the annexation by LAFCO. No new development is proposed as part of the General Plan Amendment, Prezone, and annexation application request, Current County of Los Angeles Zoning Proposed City of Santa Clarita Zoning/General Plan A -1-I (Light Agriculture) RVL (Residential Very Low) (l acre minimum lot size) (Density: l unit per acre; Minimum lot size: 40,000 square feet) PLANNING COMMISSION ACTION: On July 21, 2009, the Planning Commission, by a 5-0 vote, recommended that the City Council approve the proposed General Plan Amendment and Prezone for the project for the purposes of annexation. A DRAFT NEGATIVE DECLARATION has been prepared for this proposed project. A copy of the negative declaration and all supporting documents are available at the Planning Division public counter, located in the City Hall Building at 23920 Valencia Boulevard, Suite 140, and at the Los Angeles County Library, Canyon Country Branch, 18601 Soledad Canyon Rd. Santa Clarita, CA 91351. The City of Santa Clarita City Council will conduct a public hearing on this matter on the following date: DATE: March 23, 2010 TIME: At or after 6:00 p.m..
