RECOMMENDED ACTION
City Council accept the completion of Drainage Benefit Assessment Areas 6 and 18 Sewer
Connection, Project R3003.
2. Appropriate one-time funds in the amount of $19,000 for Fiscal Year 2010-11 from the
Drainage Benefit Assessment Areas Fund Balance (Fund 351) into Expenditure Account
R3003351-5161.001.
3. Direct the City Clerk to file the attached Notice of Completion.
4. Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion
is recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On February 9, 2010, the City Council awarded a contract to connect groundwater flow from
pump stations in Drainage Benefit Assessment Areas 6 and 18 to the sanitary sewer system to
South Pac Industries in an amount not to exceed $109,962. Construction began on
May 18, 2010, with disconnection taking place on June 30, 2010. The project was completed on
July 16, 2010, to the satisfaction of the City Engineer.
This project entailed construction of drain lines from the output of two groundwater pumping
stations located in the Shangri-La tract in Canyon Country to the sanitary sewer system. The
discharge of groundwater from these two pump stations in the Shangri-La community, which is

part of a dewatering project necessary to maintain slope stability, was previously discharged into
a Los Angeles County stormdrain, carried into the Santa Clara River and required a National
Pollution Discharge Elimination System permit.
Connection of this groundwater to the sanitary sewer represents a first step in the City's
long-term plan to permanently eliminate discharge into the Santa Clara River and limit additional
financial exposure to property owners residing in the Shangri-La community from fines imposed
by the Regional Water Quality Control Board due to the presence of naturally occurring
constituents. As part of this interim solution, the Los Angeles County Sanitation District has
permitted the discharge of this water for a period of up to five years, while City staff completes
work on plans to identify a permanent location for the discharged water.
The majority of project construction occurred within the Los Angeles County Flood Controls'
right-of-way where a drain line was installed on the embankment of the flood control channel.
Installation of the drain line was contingent upon the County of Los Angeles granting the City an
easement. Costs to secure this easement required an appraisal for determining the value of the
property. The appraisal results ranged from an estimated value of $1,000 to a value of $42,000
based on the highest and best use of the property. The County elected to value the property at its
highest and best use, which caused the project to exceed the budget by $19,000 or approximately
10 percent.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
This action requests appropriation of additional funds in the amount of $19,000 from the
Drainage Benefit Assessment Areas Fund Balance (Fund 351) into Expenditure Account
R3003351-5161.001 for expenditures related to acquisition of necessary right-of-way from Los
Angeles County Flood Control. Finat negotiated costs incurred by the City to acquire this
right-of-way were in excess of the original appraisal estimates.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
The City of Santa Clarita, a municipal corporation, has constructed a certain public improvement
known as Drainage Benefit Assessment Areas 6 and 18 Sewer Connection, Project R3003.
The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
The general locations of said public improvements are Nathan Hill Road and Vice] Street and Whites
Canyon Road and Delight Street. Improvements were constructed primarily in a Los Angeles County
Flood Control District channel per an easement.
4. On February 9, 2010, a contract to construct said public improvement was awarded to South Pac
Industries, Inc., 44110 Yucca Avenue, Lancaster, California 93535-4421.
Work under said contract was completed on July 16, 2010, to the satisfaction of the City Engineer, and
was accepted by the City on August 24, 2010.
