City Council approve an increase in scope of work and a proportional increase in spending authority in the amount of $152,000 for R.C. Becker and Sons, Inc. for Discovery Park Project P3016. 2. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND At the December 8, 2009, City Council meeting, a contract was awarded to R.C. Becker and Sons, Inc. in the amount of $480,268.82 for the construction of Discovery Park. The scope of work included the development of passive park improvements on approximately 3 acres of the planned 12 -acre park. The project is funded through a Proposition A grant, administered by the Los Angeles County Regional Parks and Open Space District. These funds were also used to acquire the Discovery Park site in 1999. Due to construction bids coming in lower than anticipated, a balance of $152,000 remains on the grant. Under the terms of the funding agreement, all unused grant funds must be returned to the County. Staff has identified additional work that would increase the recreational opportunities at the site and maximize the City's use of the Prop A grant; therefore, staff is recommending an increase in the scope of work to the R.C. Becker and Sons, Inc. contract. The additional scope of work will encompass approximately two more acres of park APPROVED area and will include additional irrigation, trees, shrubs, and a prefabricated shade structure. The improvements meet the criteria of the Proposition A grant by providing passive park improvements. It is anticipated that the supplementary work will require an additional six weeks to finish. All contract work will be completed by the end of the fiscal year in compliance with the grant requirements. ALTERNATIVE ACTIONS Other action as determined by City Council. FISCAL IMPACT Funds for this expenditure are available in Fiscal Year 2009-10 budget in account P3016262-5161.001.
