COST ADJUSTMENT FOR THE UNIT CONVERSION FROM
METRIC TO ENGLISH FOR THE PROPOSED GOLDEN VALLEY
ROAD BRIDGE WIDENING OVER STATE ROUTE 14, PROJECT

RECOMMENDED ACTION
1. City Council authorize an increased spending authority in a combined amount not to exceed
$155,000, including a 20 percent contingency, to existing professional services contracts for
the proposed Golden Valley Road (GVR) Bridge Widening Over State Route 14 (SR -14),
Project S3028, pursuant to Caltrans new requirements, as follows:
• Authorize an increase in expenditure in the amount of $40,000 to the existing contract
with Stantec, Inc., for design services
• Authorize an increase in expenditure in the amount of $70,000 to the existing contract
with T.Y. Lin for design services
• Authorize an increase in expenditure in the amount of $20,000 to the existing contract
with KOA for traffic engineering services
• Authorize an increase in expenditure in the amount of $25,000 to the existing contract
with Allan Seward Engineering for geotechnical and soils testing services
2. Appropriate funds in the amount of $155,000 from the Eastside Bridge and Thoroughfare
District Fund 301 to Expenditure Account 53028301-5161.001.
3. Authorize the City Manager or designee to modify the award in the event other issues of
impossibility of performance arise and execute all documents, subject to City Attorney
approval.

BACKGROUND
Design of the GVR Bridge widening over SR -14 began under the oversight of Terramar Retail
Centers (Terramar) / PacSun in 2002 as part of the Golden Valley Ranch development. Terramar
terminated the design, which was approximately 60 percent complete, due to the state of the
economy.
When Terramar began the design of the bridge widening, Caltrans required all plans within their
right-of-way be designed in metric units. Caltrans recently informed staff that all projects that do
not go out to bid by June 2011 must be converted to English units. Due to the economic
slowdown and a construction funding shortfall, this deadline cannot be met. Therefore, staff
recommends increasing the spending authority to convert the existing plans from metric units to
English units.
On March 23, 2010, the City Council approved City staff oversight of the design phase of the
GVR Bridge widening project with the use of developer funding. City Council's direction to City
staff to complete design on the bridge widening project does not relieve the developer of the
obligation to construct the bridge widening in the future. The proposed improvements will widen
the overcrossing of the existing GVR Bridge from two to four lanes to accommodate anticipated
increases in traffic. The increased capacity of the existing interchange will improve interchange
operations and traffic flow coordination with the newly completed Cross Valley Connector.
The metric to English unit conversion will affect every aspect of the design work to date
including the plans, specifications, backup calculations, and details for the proposed work to
meet the new Caltrans' specifications. The dimensions not only have to be converted, but they
must also be adjusted to conform to construction principles.
The requested funding will allow the City to convert all construction documents into English
units and continue design of the bridge widening in compliance with the new Caltrans'
requirements. Developers of the Golden Valley Ranch project have paid adequate funds into the
Eastside Bridge and Thoroughfare District Fund 301. These funds have been set aside in
accordance with the conditions of Golden Valley Ranch.
The table below provides the amount of the requested increases to each original contract that is
subject to the conversions.
