PROPOSED GOLDEN VALLEY ROAD BRIDGE WIDENING
OVER STATE ROUTE 14, PROJECT S3028 - AWARD OF
DESIGN CONTRACT

RECOMMENDED ACTION
1. City Council award various professional services contracts for the proposed Golden Valley
Road Bridge Widening Over State Route 14, Project S3028, in an amount not to exceed
$221,000:
• Stantec, Inc., for design services in the amount of $75,000
• T.Y. Lin for structural engineering services in the amount of $15,000
• KOA for traffic engineering services in the amount of $75,000
• Allan Seward, Inc., for geological engineering services in the amount of $36,000
• Rincon Consultants for environmental consulting services in the amount of $20,000
2. Authorize payment not to exceed $253,293 to Terramar Retail Centers for reimbursement of
design services from Bridge and Thoroughfare fees previously paid by the project.
3. Authorize a project contingency in the amount of $40,000.
4. Authorize the expenditure up to $75,000 for staff management and oversight.
5. Appropriate funds in the amount of $589,293 from the Eastside Bridge and Thoroughfare
District Fund to Expenditure Account S3028301-5161.001.
6. Authorize the City Manager or designee to modify the award in the event other issues of
impossibility of performance arise and execute all documents, subject to City Attorney
approval.

BACKGROUND
The Golden Valley Road Bridge widening over State Route 14 project is currently being
designed by Terramar Retail Centers (Terramar) as part of the Golden Valley Ranch
development. Terramar is terminating the design, which is approximately 60 percent complete,
due to the state of the economy. Terramar is eligible for reimbursement of services rendered on
this project using Bridge and Thoroughfare District funds. The bridge widening is not
conditioned until the last phase of the Golden Valley Ranch project is opened. The City is taking
over the lead to finish the design in consideration of future grant opportunities. City Council's
approval of the recommended action does not relieve the developer of the obligation to construct
the bridge widening in the future.
This bridge widening project is a roadway improvement needed to provide additional traffic
lanes for Golden Valley Road to State Route 14, and a major improvement for the Cross Valley
Connector. Staff is requesting to purchase the 60 percent completed plans from Terramar and to
continue the design of the project to completion, with the design firms listed above. Developers
of the Golden Valley Ranch project have paid adequate funds and these have been set aside in
accordance with the conditions of Golden Valley Ranch.

FISCAL IMPACT
Appropriate funds in the amount of $589,293 from the Eastside Bridge and Thoroughfare District
Fund and transfer to Expenditure Account 53028301-5161.001.
