HomeMy WebLinkAbout2010-03-09 - AGENDA REPORTS - GVR DESIGN SERVICES FUNDING (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: March 9, 2010 Curtis Nay GOLDEN VALLEY ROAD WIDENING AND MEDIAN IMPROVEMENTS FROM CENTRE POINTE PARKWAY TO SIERRA HIGHWAY, PROJECT 53027 - AUTHORIZATION OF FUNDING TO PROCEED WITH DESIGN SERVICES Public Works RECOMMENDED ACTION 1. City Council adopt a resolution approving a loan in the amount of $250,000 from the Via Princessa Bridge and Thoroughfare District to the Eastside Bridge and Thoroughfare District. 2. Appropriate $250,000 from Eastside Bridge and Thoroughfare District fund balance to Expenditure Account S3027301-5161.001. 3. Award a design contract to Sikand Engineering Associates for professional civil engineering design services for the Golden Valley Road Widening and Median Improvements from the project limits of Centre Pointe Parkway to Via Princessa in the amount of $75,000 and authorize a 15 percent contingency in the amount of $11,250, for a total amount of $86,250. 4. Award a design contract to WRA Engineering, Inc., for the project limits from Via Princessa to Sierra Highway in the amount of $72,000 and authorize a 15 percent contingency in the amount of $10,800, for a total amount of $82,800. 5. Authorize additional expenditures from Account S3027301-5161.001 in the amount of $80,950 for landscape design services, design administration services, staff oversight, coordination with utility agencies, and related project administration costs. 6. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On December 16, 2009, the United States House of Representatives passed the Jobs for Main Street Act Bill (Economic Stimulus 2). Once enacted by the United States Senate and signed by the President, the bill will provide California with funding for infrastructure improvements. On January 21, 2010, the City received solicitation from the Los Angeles County Metropolitan Transportation Authority for a list of projects that meet very specific eligibility requirements. Eligibility requirements include that such projects receive authorization to proceed with construction from the California Department of Transportation (Caltrans), and advertise and award by June 3, 2010. The Golden Valley Road Widening and Median Improvements from Centre Pointe Parkway to Sierra Highway project has been listed by the City as a candidate to receive funding through the Jobs for Main Street Act. This project will construct improvements on 1.9 miles of Golden Valley Road from Centre Pointe Parkway to Sierra Highway including roadway widening to meet the existing width of adjoining street sections.. Ultimately, the roadway improvements will provide for a six -lane roadway, paving, striping, curbs, gutter, sidewalk, hardscape, landscaped raised medians and parkways, irrigation, traffic signal, street lights, catch basins, and stormdrain facilities. In order to fund and execute the design effort in a timely manner, a loan in the amount of $250,000 from the Via Princessa Bridge and Thoroughfare District to the Eastside Bridge and Thoroughfare District is necessary. The loan will be repaid at a future date when funds are available from the Eastside Bridge and Thoroughfare District. Sikand Engineering Associates (Van Nuys, CA), WRA Engineering (Santa Clarita, CA), and Lee Newman Design Group (Westlake Village, CA) previously provided civil engineering and design services for the existing improvements that were part of Golden Valley Road project, Phases I and III. These firms are highly familiar with the scope of work and possess the engineering resources, extensive experience, data, and quality necessary to move the project forward in a cost effective and timely manner. This action will also provide for staff to proceed with design services including preparation of plans and specifications, execution of professional services agreements for amounts not exceeding $50,000, coordination with utility agencies, staff oversight, and related administration costs. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The requested loan from the Via Princessa Bridge and Thoroughfare District and appropriation of $250,000 from the Eastside Bridge and Thoroughfare District will provide for all civil engineering design and related project administration cost. ATTACHMENTS Resolution Location Map a RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING A LOAN FROM THE VIA PRINCESSA BRIDGE AND THOROUGHFARE DISTRICT TO THE EASTSIDE BRIDGE AND THOROUGHFARE DISTRICT IN THE AMOUNT OF $250,000 WHEREAS, the House of Representatives passed the Jobs for Main Street Act Bill (Economic Stimulus 2) that will provide California with approximately $2.9 billion for infrastructure improvements; and WHEREAS, the City received a solicitation from the Los Angeles County Metropolitan Transportation Authority for a list of projects that meets very specific eligibility requirements; and WHEREAS, the Golden Valley Road Widening and Median Improvements from Centre Pointe Parkway to Sierra Highway, Project S3027, meets these requirements and has been listed by the City as a candidate to receive funding through the Jobs for Main Street Act; and WHEREAS, there are sufficient funds in the Via Princessa Bridge and Thoroughfare District to make a loan in the amount of $250,000 to the Eastside Bridge and Thoroughfare District; and WHEREAS, the funds will be used for engineering design services for the widening of the Golden Valley Road and Median Improvements from Centre Pointe Parkway to Sierra Highway, Project S3027, in anticipation of pending federal appropriation for construction of the widening effort. ' NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. It is agreed that $250,000 from the Via Princessa Bridge and Thoroughfare District will be loaned to the Eastside Bridge and Thoroughfare District. SECTION 2. The loan will be repaid at a future date when funds in the amount of $250,000 are available in the Eastside Bridge and Thoroughfare District. SECTION 3. The loan will be paid back at an interest rate equivalent to the yield of the average monthly investment portfolio. 3 SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
