HomeMy WebLinkAbout2010-12-14 - AGENDA REPORTS - LA VECTOR CONTROL APPT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by December 14, 2010 A44� Patrick Bryant APPOINTMENT OF CITY OF SANTA CLARITA REPRESENTATIVE TO THE GREATER LOS ANGELES VECTOR CONTROL DISTRICT City Manager's Office RECOMMENDED ACTION City Council reappoint Robert Newman, Director of Public Works, to the Greater Los Angeles Vector Control District Board to represent the City of Santa Clarita for a two-year term. BACKGROUND The Greater Los Angeles County Vector Control District is a non -enterprise, independent special district, which acts as a public health agency as a result of legislation incorporated in the California State Health and Safety Code. The District's objective is to protect the health of the public from vectors, which are considered to be any animal or insect that is capable of transmitting disease or is a public health nuisance. The District is comprised of 34 cities from Long Beach to Santa Clarita and. unincorporated areas of Los Angeles County including Stevenson Ranch and Castaic. To properly represent all areas of Los Angeles County, the Board of Trustees is comprised of members from each individual city within the District. The minimum qualifications for the position require the person to be appointed by the City Council, to be a resident voter of the representative city within the vector control district, and serve a minimum two-year term or a maximum four-year term. The board member's duties and responsibilities include setting policy, establishing the budget, approving expenditures, and retaining legal counsel. The regularly scheduled board meetings are held on the second Thursday :'PR OVED of each month starting at 7:00 p.m. at the Greater Los Angeles County Vector Control District headquarters in Santa Fe Springs. , On February 24, 2009, Council appointed Robert Newman, Director of Public Works, to represent the City of Santa Clarita for a two-year term. Mr. Newman's term is set to expire January 3, 2011. Pursuant to Section 2024 of the California Health and Safety Code governing the dates of term of office of members appointed to the Board of Trustees, the Council may consider reappointing Trustee Newman, or appointing a new trustee for either a two of four-year term of the office, commencing at noon on January 3, 2011. ALTERNATIVE ACTIONS Do not reappoint Robert Newman to represent the City of Santa Clarita as a member of the Greater Los Angeles Vector Control District Board of Trustees and appoint a new trustee for either a two or four-year term of office. 2. Other action as determined by the Council FISCAL IMPACT Approval of the recommended action will have no impact to the Adopted FY 10-11 Annual Budget. ;I,
