AGREEMENT WITH THE COUNTY OF LOS ANGELES TO
PROVIDE PUBLIC. TRANSPORTATION SERVICES FOR FISCAL
YEAR 2010-11

RECOMMENDED ACTION
City Council approve an Agreement with the County of Los Angeles to provide public
transportation service in unincorporated areas in an amount not to exceed $2,300,000, and
authorize the City Manager or designee to execute the Agreement, or modify the award in the
event that issues of impossibility of performance arise, subject to City Attorney approval.
2. Increase County Contributions revenue account 700-4425.001 by $207,766 to correctly reflect
the $2,300,000 revenue to be received from the County of Los Angeles for public
transportation services.
BACKGROUND
In August 1991, the City assumed responsibility for public transportation services in the Santa
Clarita Valley from the County of Los Angeles Department of Public Works. In return, the
County provides funds for service in the unincorporated areas. Based on the current allocation of
public transportation service in the unincorporated versus incorporated area, the County
contribution has increased by $207,766 due to increased use of commuter service by County.

This funding covers jurisdictional shares of operations and administration as follows:
• 12.6 percent of local bus service costs
• 22.96 percent of commuter express bus service costs
• 11.95 percent of paratransit (Dial -A -Ride) service costs
• Bus procurements are shared by the County using the above allocations
15 percent administrative overhead fee
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Increase the fiscal year 2010-11 County Contributions revenue account 700-4425.001 by
$207,766 to correctly reflect the $2,300,000 revenue to be received from the County of
Los Angeles for public transportation services.
The County maximum contribution is $2,300,000 for Fiscal Year 2010-2011. The contract
expenditure and revenue have been incorporated into the Fiscal Year 2010-2011 budget.
