E Agenda Item• ti CITY OF SANTA CLARITA AGENDA REPORT UNFINISHED BUSINESS City Manager Approval- Item to be presented by: Darren Hernandez DATE: November 23, 2010 SUBJECT: NOMINATION AND APPOINTMENT OF CITIZENS PUBLIC LIBRARY ADVISORY COMMITTEE DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council approve nominees recommended by the Library Ad -Hoc Committee to serve on the Citizens Public Library Advisory Committee. BACKGROUND On October 12, 2010, the City Council approved the creation of a Citizens Public Library Advisory Committee. The purpose of the Committee is to assist with conducting the community needs assessment and developing the long-range strategic plan for the City of Santa Clarita municipal library system. The City's goal in recruitment of the applicants was to have a diverse representation of the community to include people of a variety of ages and backgrounds and from a variety of communities. Ideally, the Committee will represent youth services, senior services, public education, PTA, early child development, private education, higher education, home schooling, cultural groups, local history, media, teens, book clubs, commuters, the disabled, library advocates, service organizations, health care, small business, etc. The size of the Committee should be flexible and based upon the number of applications received. The deadline for receipt of applications was Friday, November 12, 2010, at which time the City Clerk submitted copies of the applications received to the City Council. A total of 72 applications were received, two of which were received on Monday, November 15. The City Council Library Ad -Hoc Committee recommends the nominees with an asterisk (*) indicated next to their name (Attachment A) be selected by the City Council to serve on the Citizens Public Library Advisory Committee. There is a total of 37 nominees recommended. The needs assessment and long-range strategic plan process is anticipated to take approximately seven to nine months to complete and bring back to the City Council for approval. Upon completion of the strategic plan, the Committee will sunset. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT None by this action. Laura Young * CITY OF SANTA CLARITA CITIZENS PUBLIC LIBRARY ADVISORY COMMITTEE NOTICE OF VACANCY NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages residents and community stakeholders to apply for a position on the Citizens Public Library Advisory Committee. The purpose of this Committee will be to assist with conducting a community needs assessment and developing a strategic plan for public library services within the City of Santa Clarita. Meetings will be held at night on weekdays at least once per month. The needs assessment and strategic planning process is expected to last approximately nine months. Applicants may obtain applications or further information from the City Clerk's Office or by calling 661-255-4391. Applications are also available on the City's website at www.santa-clarita.com. I seek to serve in part because I stood before the City Council on August 24th and asked thein to postpone their vote on the removal of the City libraries from the County System. I stood before them and volunteered my time in a panel of fellow citizens, county librarians, and City staff to look at options and solutions before taking, in my view, the radical step of secession. I seek to serve because I believe in the idea of the social contract, that the ideas sown in the Enlightenment of 18th century — democracy, equality, and freedom — are continuing to bear fruit today in our communities and organizations, such as libraries. I understand that these very organizations and communities are under great stress by new ideas, new technologies, and tighter budgets. Citizens and their leaders must be able to see these stresses, to look at the arguments, to analyze communities and groups. They need to understand the give-and-take between the community and individuals, because, to paraphrase John Donne, no citizen is an island, entire to herself or himself; every citizen is a piece of the community, a part of the main. A library can be, and often is, the heart of a community, a common ground, where ideas can evolve and the use of information and technology can be harnessed to strengthen the social contract and the community. The librarians within that library seek to encompass all the voices of their community, and those beyond, within the walls of the library—not just the voices of the majority in a democracy, or, if in a community leaning toward oligarchy, the voices of the approved few I seek to serve because it is time for the Council and City Staff to act with all the citizens of Santa Clarita in mind, to form a committee of citizens, city staff, and librarians to look into all options for the libraries, whether county, city, or city with privately run management.
