City Council adopt a resolution establishing prima facie speed limits on each segment of Newhall Ranch Road and Golden Valley Road included in the 2010 Engineering and Traffic Survey for the Cross Valley Connector Study (Study). 2. Direct the City Clerk to certify the Study. 3. Direct staff to implement the necessary signage changes brought about by this Study 4. Request the Sheriffs Department to continue the radar enforcement program on City streets and highways covered in this Study as soon as the signing changes are made. BACKGROUND Staff has completed an Engineering and Traffic Survey Study (Study) as defined in Section 627 of the California Vehicle Code (CVC) on the recently completed sections of the Cross Valley Connector. The Study was performed in accordance to the provisions of the CVC and as recommended by the California Department of Transportation Manual on Uniform Traffic Control Devices. Once adopted, the Study will establish the prima facie speed limits on those sections of the Cross Valley Connector included in the Study.'Califbmia cities, counties, and other state agencies must provide these surveys every five to seven years to allow the Sheriffs Department to enforce the speed limits through the use of radar or laser. Radar or laser is the safest and most effective method of speed enforcement. Without a properly performed survey, Adopted: s? / the Sheriffs Department cannot use radar or laser and must rely on less effective alternatives such as pacing after speeding offenders. In addition, effective radar or laser enforcement will promote the orderly movement of vehicles and reduce collisions. The Study consists of individual surveys conducted on three sections of the Cross Valley Connector. Each survey contains a brief roadway description, the collision history and rate, and the recommended speed limits for each section. Based on the Study, the recommended speed limits are listed below: Location Proposed Speed Limit Newhall Ranch Road, Bouquet Canyon Road to Santa Clarita Parkway 55 Newhall Ranch Road, Santa Clarita Parkway to Golden Valley Road 55 Golden Valley Road, Newhall Ranch Road to Centre Pointe Parkway 50 The Sheriffs Department has reviewed each recommendation of this Study and supports its findings. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT New sign installation or minor adjustments to existing signs will be required. The estimated cost is $1,500. Adequate funds for these expenses are available in the Street Maintenance Sttiping Supplies Account 14504-5111.010. ATTACHMENTS Resolution 2010 Engineering and Traffic Survey for the Cross Valley Connector Study Location Map H RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, 2010 TRAFFIC AND ENGINEERING SURVEY STUDY FOR THE CROSS VALLEY CONNECTOR WHEREAS, the California Vehicle Code Section 22357 and 22358 permits a local authority, on the basis of a Traffic and Engineering Survey, to establish prima facie speed limits on highways within their jurisdiction; and WHEREAS, Section 40802(b) of the California Vehicle Code requires that the speed limits be justified by a Traffic and Engineering Survey every seven years in order to use radar or laser for enforcement; and WHEREAS, the effective and efficient use of radar or laser for traffic speed enforcement can enhance safety within the City. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the prima facie speed limits shall be established on those highway segments included in the 2010 Traffic and Engineering Survey Study for the Cross Valley Connector (Study). SECTION 2. That the City Clerk shall certify the Study and make copies available to the Los Angeles County Sheriffs and Courts. SECTION 3. That staff shall provide for the necessary signage changes to implement the provisions of the Study. SECTION 4. That the Sheriffs Department shall conduct appropriate enforcement of the prima facie speed limits established by this resolution. SECTION 5.
