RECOMMENDED ACTION
City Council - No Action.
Redevelopment Agency:
1. Approve Newhall Redevelopment Small Business Grant Awards in an amount not to exceed
$100,000.
2. Authorize the Executive Director or designee to execute all documents subject to Agency
Attorney approval.
BACKGROUND.
The City of Santa Clarita's 21 -Point Business Plan for Progress was adopted by the City Council
on April 28, 2009. This initiative expanded existing programs and created new programs to
provide ways to enhance the economy, build upon Santa Clarita's current successes, improve the
infrastructure of the City, and develop the local workforce.
The Newhall Redevelopment Small Business Grant Program was established as part of the
21 -Point Business Plan for Progress. The Redevelopment Agency made $100,000 available for
the grant program to encourage business growth and sustainability. Grants can be awarded up to
$5,000 for 20 qualifying businesses.
APPROVED
The Newhall Redevelopment Small Business Grant Program was launched on October I with
applications due on November 30. Staff conducted various outreach efforts including mailings,
press releases, e-mail blasts, personal visits, and hosted two grant workshops. Staff also
coordinated marketing efforts with the Santa Clarita Valley Chamber of Commerce, Old Town
Newhall Association, and Valley Industrial Association.
The Small Business Development Center at College of the Canyons also held workshops on
Customer Service and Marketing to assist business owners in the Newhall Redevelopment
Project Area and provided various resources to the businesses with completing their application.
Twenty-seven grant applications were received with requests totaling nearly $185,000. A five
member evaluation panel with representatives from the SCV Chamber of Commerce, Old Town
Newhall Association, Newhall Redevelopment Committee and the City of Santa Clarita reviewed
and scored applications and grant materials. The City Council Economic
Development/Redevelopment Subcommittee met on January 6, 2009 to review the evaluation
panel's scores and application rankings.
The Newhall Redevelopment Small Business Grant Program will award twenty grants of $5,000
each to the slate of businesses provided in Attachment A.

FISCAL IMPACT
Funds for this expenditure, in the amount of $100,000, have been budgeted and are available in
the Redevelopment Agency non -housing account 13400-5161.002.
