HomeMy WebLinkAbout2010-09-14 - AGENDA REPORTS - OUTDOOR LIGHT RETROFIT ARRA (2)CONSENT CALENDAR Agenda Item• CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: Curtis Nay DATE: September 14, 2010 SUBJECT: OUTDOOR LIGHTING RETROFIT, PROJECT R0005 AND DEPARTMENT OF ENERGY BLOCK GRANT DE SC003068, AMERICAN RECOVERY AND REINVESTMENT ACT - AWARD CONSTRUCTION CONTRACT DEPARTMENT: Public Works RECOMMENDED ACTION 1, City Council approve the plans and specifications and award the construction contract for the Outdoor Lighting Retrofit, Project R0005, to Taft Electric Company in an amount not to exceed $741,569 including contingency. 2. Continue revenues in Revenue Account 229-4424.012 by $100,826 from Fiscal Year 2009-10 and continue the appropriation of $94,141 to Expenditure Account R0005229-5161.001 from Fiscal Year 2009-10 to Fiscal Year 2010-11. 3. Authorize staff to proceed with elimination of the Volume Based Rate Waste Program and direct that grant funds in the amount of $106,208, currently held in Expenditure Account R0005229-5161.001, be used for this project. 4. Authorize the appropriation of $70,000 from available funds in the Special Maintenance District Ad Valorem Fund 354 to Expenditure Account R0005354-5161.001 for installation of new lighting on Cedar Valley Drive Bridge over State Route 14. 5. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On June 9, 2009, the City Council approved the resolution authorizing the City to apply for the Energy Efficiency and Conservation Block Grant (EECBG) to the United States Department of Energy (DOE) through the American Recovery and Reinvestment Act (ARRA). A PROVED On December 14, 2009, the DOE approved the $1,565,800 EECBG City award. Included in the grant was $623,492 for the Outdoor Lighting Retrofit project, $106,208 for a Volume Based Rate Waste Program, $520,230 for the energy -efficiency portions of the Newhall Library, and $315,870 for the Green Energy Program. The DOE requires all grantees spend 20 percent of the EECBG funds by September 30, 2010. This is the only project currently poised to meet the September 30 timeline. In light of these DOE spending requirements, staff recommends redirecting the grant amount of $106,208 from the Volume Based Rate Waste Program to the Outdoor Lighting Retrofit. Staff anticipates procuring fixtures by September 30 to meet the DOE funding requirements. An invitation to bid was prepared, published three times (July 6, July 9, and July 11, 2010), and noticed to the City's Web site. Plans and specifications were also sent to area plan rooms. Two bids were submitted to the City and opened by Purchasing on August 19, 2010. Anaheim, CA $369,265 The contract documents contained a base bid and two separate alternates. As required in the project bid documents and consistent with the bid amounts received from the contractors, the basis for awarding this project was determined to be the base bid only. Staff recommends the contract be awarded to Taft Electric Company, the lowest responsive base bidder. Taft Electric Company possesses a state contractor's license and is in good standing with the Contractors State License Board. The bid from Taft Electric Company was reviewed for accuracy and conformance to the contract documents and was found to be complete. The project construction award to Taft Electric Company is not to exceed the available construction budget of $741,569, including contingency. Staff included additional locations for the project as bid alternates (see attached list). The City will add selected locations of work as described in the alternates via contract change order. The additional work would include the retrofitting of lighting in other City parks and facilities not identified in the base bid. Also included in the base bid locations is the Cedar Valley Way Bridge over State Route 14 with Golden Valley Ranch Tract 52414, which was approved to open by the City Council on January 24, 2002. However, the California Department of Transportation (Caltrans) requires the City to install lighting on the bridge before the City may obtain an encroachment permit to open the bridge. All work associated with installing lighting on Cedar Valley Way Bridge is to be financed by Special Maintenance Districts funds, not EECBG funds. Expenditures in the amount of $35,465 are anticipated for construction management support, staff oversight, labor compliance services, inspection services, and miscellaneous project administration costs. The project is estimated to save 192,941 kilowatts per year. Southern California Edison (SCE) also offers discounted rates and rebates for lighting retrofitted with energy efficient lighting. The SCE rebate for the outdoor induction retrofit is estimated to equal $9,647 and the potential energy savings from the project is estimated to reduce the City's SCE bill by $25,023 annually. In addition to the reduction in energy use and operating costs, maintenance costs will also decrease. The life expectancy of the proposed induction lighting is four times longer (100,000 hours versus 24,000 hours for a high-pressure sodium light). ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT In Fiscal Year 2009-10, funds in the amount of $729,700 for the Outdoor Lighting Retrofit and Volume Based Trash Rate were appropriated to Expenditure Account R0005229-5161.001. Requested continuance of unencumbered funds in the amount of $94,141 from 2009-10 to 2010-11 Expenditure Account R0005229-5161.001 and revenue in the amount of $100,826 from 2009-10 to 2010-11 Revenue Account 229-4424.012 does not increase the original project budget. These actions also do not exceed the EECBG funds. The additional requested appropriation of $70,000 from the Special Maintenance Districts Ad Valorem Fund 354 will adequately provide for bridge lighting expenses for Cedar Valley Way Bridge as required by Caltrans and does not effect the EECBG Grant funding, nor the grant spending requirements.
