HomeMy WebLinkAbout2010-06-22 - AGENDA REPORTS - PHOTOVOLTAIC SHADE STRUCTURES (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: Lc� CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: June 22, 2010 AWARD THE DESIGN -BUILD CONTRACT FOR THE PHOTOVOLTAIC SYSTEM AND SHADE STRUCTURES FOR THE SANTA CLARITA TRANSIT MAINTENANCE FACILITY, PROJECT F1016, FEDERAL TRANSIT ADMINISTRATION AMERICAN RECOVERY AND REINVESTMENT ACT FUNDING PROJECT D2009-TGGR-003 Public Works RECOMMENDED ACTION City Council approve the performance specifications and award the design -build contract for the Photovoltaic System and Shade Structures for the Santa Clarita Transit Maintenance Facility, Project F1016, Federal Transit Administration, American Recovery and Reinvestment Act, Funding Project D2009-TGGR-003, to Stronghold Engineering, Inc., in the amount of $4,177,100, and a 5 percent contingency in the amount of $208,855, for a total not to exceed $4,385,955. .2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Transit Maintenance Facility (TMF) was designed to be environmentally sensitive, using state-of-the-art energy efficiency and sustainable building methods. This facility was also the first, but not the last, Leadership in Energy and Environmental Design (LEED) certified building in the City and received a Gold rating by the United States Green Building Council (USGBC). In spring 2006, the City of Santa Clarita's TMF became operational, with the capability of producing on-site electrical power due to construction of a solar canopy as part of the'project. The existing solar canopy also provides midday shade for 20 commuter buses, minimizing the time and energy required to cool the buses with air conditioning prior to service. This solar APPROVED canopy, funded through the Southern California Edison Self -Generation Incentive Program, generates approximately 12 percent of the electricity demand of the entire facility (45 percent of the TMF's administration building energy demand) during the highest demand and peakrate periods of the day, amounting to approximately 175,000 kilowatt hours (kWh) of electricity annually. The City submitted an application to the Federal Transit Administration (FTA) for funding through the American Recovery and Reinvestment Act (ARRA), Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) grant program, proposing to add photovoltaic (PV) modules at the TMF to generate enough electricity to offset up to 95 percent of the electric power consumed at the TMF site. On September 22, 2009, the City was one of 43 agencies to be awarded funds through the grant program. The City's award of $4,620,000 was the fifth highest in value for the TIGGER program. Additionally, on March 26, 2010, the City applied for a reimbursement from Southern California Edison's California Solar Incentive Program for a photovoltaic system. The program was established to provide a financial incentive for the installation of new, self generation equipment installed to meet a portion of the electric energy needs of a facility. This program had authorization to receive applications for a reimbursement rate of $0.26 per kilowatt provided the self generating equipment would be installed and operating within a year of approval. Southern California Edison approved the City's application and reserved a total of $260,000 for reimbursement over five years for the proposed project. On May 4, 2010, the City received 5 proposals in accordance with the Request for Proposals. An evaluation panel was formed, consisting of staff members from Capital Improvement Projects, Transit, Technology Services, General Services, and outside consultants. The panel evaluated the 5 technical proposals and interviewed the top 4 companies as follows: Company Stronghold Engineering, Inc. Peterson -Dean Inc, dba PetersonDean A.J. Kirkwood & Associates, Inc. DRI Energy USS Cal Builders Location Riverside, California Newark, California Tustin, California Irvine, California Stanton, California Consistent with FTA guidelines, the City is required to rank design -build teams based solely on their technical qualifications and understanding of the project needs prior to any discussions concerning proposed costs. Based on technical qualifications and methodology proposed for the project, the evaluation panel recommends Stronghold Engineering, Inc., as the design -build team forte Photovoltaic Canopy System. The proposal by Stronghold Engineering, Inc., recommends PV modules be placed on top of.3 canopies that will generate electricity while providing shade for the City's transit fleet. Additional PV modules will be placed on top of the TMF's bus wash building. The estimated calculated energy production for this design is 970,532 kWh per year. This energy will no longer need to be purchased from Southern California Edison, saving the City approximately $135,875 a year in electricity bills. With the addition of this system, the estimated total energy -production at the TMF site will be 1,145,532 kWh per year. Stronghold Engineering, Inc., will maintain the existing and new photovoltaic system for three years after the acceptance of the system. The proposed photovoltaic modules have a 25 -year manufacture warranty and all other equipment has a 10 -year manufacture warranty. It is anticipated that after 25 years of energy production, the system will be operating at 80 percent of the calculated production, based on material degradation. The systems electrical production will be monitored and accessible 24 hours a day by a Deck Monitoring system, via an internet-based website. Staff recommends awarding the design -build contract to Stronghold Engineering, Inc., in the amount of $4,177,100 for the design, installation, and commissioning of the Photovoltaic Canopy System. Adequate funds have been budgeted to provide for project management, inspection, labor compliance, and miscellaneous administration costs. ALTERNATIVE ACTIONS Reject all proposals. Other action as determined by the City Council. FISCAL IMPACT Project funds in the amount of $4,620,000 were approved by the City.Council in the Fiscal Year 2009-10 Budget in Account F1016700-5161.001.
