RECOMMENDED ACTION
1. City Council accept the completion of the Traffic Circulation and Safety Improvements on
Newhall Avenue at Sierra Highway, Project C0034,
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the 10 percent retention 35 days after the Notice of Completion is
recorded, provided no stop notices have been filed, as provided by law.
4. Decrease revenues in Account 229-4424.012 by $22,898 and decrease expenditure Account
C0034229-5161.001 by $22,898.
5. Transfer $53,840 from 2008-09 Annual Overlay Program Account M0063601-5161.001 to
Account C0034601-5161.001.
BACKGROUND
On July 14, 2009, the City Council authorized the City Manager or designee to approve plans and
specifications and award the construction contracts for five American Recovery and
Reinvestment Act (ARRA) projects related to the Highway Infrastructure Program. One of the
five projects is the Traffic Circulation and Safety Improvements on Newhall Avenue at Sierra
Highway, Project C0034. In this same agenda item, staff identified the potential need to reserve
local funds to address any funding shortfall that could arise among the ARRA projects due to

stringent ARRA restrictions on contingency and administrative costs. Staff identified the
2008-09 and the 2009-10 Overlay and Slurry Seal Program budgets as potential sources to
address any necessary overages. By reserving funding within these projects, the City Council
prepared the City to meet any funding shortfalls so that it could expeditiously proceed with
project delivery.
As anticipated and discussed above, the ARRA restrictions on ineligible project costs created a
funding shortfall for the project and necessitates a transfer of funds in the amount of $53,840
from the 2008-09 Overlay and Slurry Seal Program.
On September 22, 2009, a construction contract was awarded to Kalban, Inc. Construction began
on October 12, 2009. The project consisted of the construction of a raised landscaped median on
Newhall Avenue just north of Sierra Highway. The goal of this project is to improve overall
traffic circulation at the intersection by shifting the lanes northerly to allow room for eastbound
buses to stop without impeding traffic flow and providing for dual left turns to southbound Sierra
Highway. The project also included modifying the traffic signal at the intersection to integrate
into the City's Traffic Operations Center, installing pedestrian curb ramps, asphalt paving,
restriping, signage, landscaping, irrigation, and installation of a "Welcome to the City of Santa
Clarita" monument.
The construction'contract was completed to the satisfaction of the City Engineer on
January 25, 2010, and the improvements were well received by area businesses, transit
commuters, and pedestrians:

FISCAL IMPACT
ARRA funds in the amount of $305,000 were appropriated during the 2009-10 budget process to
construct the project. The requested reduction in ARRA revenue funds in the amount of $22,898
and the transfer of funds in the amount of $53,840 from 2008-09 Overlay and Slurry Seal
Program will adequately provide for all project costs.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Traffic Circulation and
Safety Improvements on Newhall Avenue at Sierra Highway, Project C0034.
The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196
The general location of said public improvements is on Newhall Avenue at Sierra Highway.
4. On September 22, 2009, a contract to construct said public improvement was awarded to Kalban, Inc.,
9075 Glenoaks Boulevard, Sun Valley, California 91352.
Work under said contract was completed on January 25, 2010 to the satisfaction of the City Engineer,
and was accepted by the City on February 23, 2010.
