RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT
APPLICATION TO THE STATE OF CALIFORNIA NATURE
EDUCATION FACILITIES PROGRAM - PROPOSITION 84

RECOMMENDED ACTION
City Council adopt a resolution authorizing submittal of a grant application to,the State of
California Department of Parks and Recreation Office of Grants and Local Services for the
Newhall Creek Outdoor Classroom.
BACKGROUND
The State of California Department of Parks and Recreation Office of Grants and Local Services
(OGALS) has announced an opportunity that will allow cities to compete for grant funds under
the Nature Education Facilities Grant Program. OGALS will award competitive grants for the
development of projects that will increase public understanding and knowledge of California's
resources. This program makes funds available for the development of nature education facilities
to inspire and educate the public on environmental stewardship.
Funding for this $93 million grant program was made available through the Parks and Nature
Education Facilities chapter in Proposition 84, Safe Drinking Water, Water Quality and Supply,
Flood Control, River and Coastal Protection Bond Act of 2006 Public Resources Code Division
43, Chapter 8, §75063 (b). The funds were appropriated in the 2009-10 Budget Act and made
available for the program as of July 1, 2009.
The City's grant application will. seek funding of between $250,000 and $300,000 for the
Newhall Creek Outdoor Classroom Project, located on a City -owned parcel adjacent to the
existing Newhall Community Center. This project will provide an outdoor classroom for nature
educational programs run by the Community Center, Placenta Canyon Nature Center, and area
schools. Development on the 1/2 acre site would include an overlook on the bank of Newhall
Creek, a rustic amphitheater for small groups, native planting, and interpretive displays. If the

City's application is selected to receive funds under this program, staff will be able to design and
construct the proposed facility. This grant program has no matching fund requirement.
Upon approval of the resolution, a copy will be sent to the State of California to authorize the
submittal of the grant aplication by the City of Santa Clarita for Fiscal Year 2010-11.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING THE APPLICATION FOR NATURE EDUCATION FACILITY PROGRAM
FUNDS SAFE DRINKING WATER, WATER QUALITY AND SUPPLY, FLOOD CONTROL,
RIVER AND COASTAL PROTECTION BOND ACT OF 2006
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility by the Legislature of the State of California for the administration of the Nature
Education Facilities Program, setting up necessary procedures governing the Application; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of application(s) before
submission of said application(s) to the State; and
WHEREAS, the applicant will enter into a contract with the State of California to
complete the Newhall Creek Outdoor Classroom Project;
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. Certifies that said applicant has or will have available, prior to
commencement of any work on the project included in this application, the sufficient funds to
complete the project should this grant be awarded; and
SECTION 2. Certifies that the applicant has or will have sufficient funds to operate
and maintain the project; and
SECTION 3. Certifies that the applicant has. reviewed, understands, and agrees to the
General Provisions contained in the contract shown in the Grant Administration guide; and
SECTION 4. Certifies that this project is consistent with the applicant city or county,
or appropriate planning document, as the case may be; and
SECTION 5. Delegates the authority to the City Manager, or his designee, to conduct
all negotiations, sign and submit all documents, including, but not limited to applications,
agreements, amendments, and payment requests, which may be necessary for the completion of
the project, and
SECTION 6. Agrees to comply with all applicable federal, state and local laws,
ordinances, rules, regulations and guidelines.
The City Clerk shall certify to the adoption of this Resolution.
