SUBJECT: OUTDOOR DISPLAY OF MERCHANDISE IN THE
REDEVELOPMENT AREA
DEPARTMENT: Community Development
RECOMMENDED ACTION
City Council direct staff to draft a code amendment allowing for the outdoor display of
merchandise .within the, Redevelopment Area subject to specific qualification criteria and
development standards and bring the amendment to the Newhall Redevelopment Committee and
Planning Commission for consideration prior to returning to. the City Council for final action.
BACKGROUND
Community Preservation and Planning staff have engaged in ongoing efforts to assist businesses
within the Redevelopment Area to address economic challenges that may be accountable due to
the distance between the public right-of-way and,store frontages. Planning staff has worked with
business owners to obtain Temporary Use Permits for special events in which business owners
may display outdoor merchandise on a temporary basis. Feedback from business owners has
indicated that the temporary display of outdoor merchandise is insufficient to address the
challenges in which their businesses face.
A code amendment would allow for the permanent outdoor display of merchandise in the CC
(Community Commercial) zone for businesses that have storefronts that are at least 150 feet from
the public right-of-way. Additional standards would be applied to ensure safety and adequate
ingress and egress from the subject property and subject storefronts. These standards may
include the following:
• The display of merchandise does not prohibit the use of required parking spaces;
• The display of merchandise does not impede ingress/egress into property or the internal

vehicular circulation on the site;
The area used for display does not exceed 5 percent of the area of the tenant space associated
with the merchandise;
The items for sale may only be displayed during business hours; and
Written approval from neighboring businesses shall be obtained.
ALTERNATIVE ACTIONS
Other actions as determined by Council.
FISCAL IMPACT
Implementation and enforcement of these ordinances will be administered by staff of the
Planning Division and the Community Preservation Division. The ordinance will not result in
the establishment of any cost recovery mechanism.
