HomeMy WebLinkAbout2010-11-23 - AGENDA REPORTS - RECYCLING FACILITY COMMITTEE (2)UNFINISHED BUSINESS Agenda Item: CITY OF SANTA CLARITA .AGENDA REPORT City Manager Approval: Item to be presented by: DATE: November 23, 2010 SUBJECT: AD HOC RECYCLING FACILITY SITE SELECTION CITIZEN COMMITTEE RECOMMENDATIONS DEPARTMENT: Public Works RECOMMENDED ACTION City Council provide direction to Burrtec Waste Industries, Inc., to pursue the purchase of one of the top three sites for a recycling facility based upon the recommendations of the Ad Hoc Recycling Facility Site Selection Citizen Committee: Hondo Oil Refinery, Gate King Industrial Park, or Saugus Industrial Center/Keysor Century. BACKGROUND On November 20, 2003, the City and Bun -tee Waste Industries, Inc., (Burrtec) entered into a Franchise Agreement for the City's commercial trash and recycling services. The Agreement stipulated that Burrtec construct and operate a materials recovery facility by February 15, 2006. Due to various issues and community concerns as to the siting and placement of the facility, several locations could not be agreed upon. Therefore, a recycling facility was not constructed. At the City Council meeting on May 13, 2008, City Council requested that staff form an Ad Hoc Recycling Facility Site Selection Citizen Committee (Committee) to involve the community in finding a suitable location for a recycling facility in or around the City of Santa Clarita. A Committee of 13 members of the community was formed, each representing various interests and geographical areas of the Santa Clarita Valley (see attached committee members list). Staff developed a methodology for the Committee which was approved by the City Council at the meeting on February 24, 2009. In addition, staff sent invitations to the Castaic Town Council and Los Angeles County representatives from the Fifth District and Department of Public Works to join the Committee. These organizations chose not to participate. The Committee met seven times over a period of approximately 12 months (see attached Committee meeting dates), including two facility site visits. The site visits included four material recovery facilities in the Los Angeles, San Bernardino, Ventura, and Santa Barbara counties. The sites visited were the Puente Hills Materials Recovery Facility, West Valley Materials Recovery Facility, the MarBorg Recycling Facility and Transfer Station, and the Del Norte Regional Recycling and Transfer Station. Meeting topics included an overview of the City's solid waste and recycling programs, history of searching for suitable sites within the City, a discussion of how a recycling facility operates and its role in diverting recyclables from the landfill, and the selection of potential sites based on site -selection criteria identified by the Committee. The Committee was facilitated by Robert Newman, Director of Public Works. The Committee members developed the attached list of selection criteria and weighted the criteria based on what they identified as most important for a recycling facility site. The Committee members were asked to submit potential sites they thought might be suitable for placing a recycling facility in or around the City, with the selection criteria in mind. They met on October 27, 2010, and discussed the 11 submitted sites in depth along with City staff comments. Using the site selection criteria rankings, the Committee prioritized the sites. The Committee members present at the meeting on October 27, 2010, unanimously approved the Hondo Oil Refinery and the Gate King Industrial Park sites. The majority of the Committee members supported two additional sites based upon their site scores and consensus votes; the Saugus Industrial Center/Keysor Century site and the existing Burrtec proposed site. However, Burrtec formally notified the City on November 9, 2010, that they do not intend to develop a recycling facility at the existing Burrtec proposed site. An email was sent by Richard Nino (see attached email), Director of Municipal Services, that requested this site be removed from consideration. Attached is the 11 sites that were considered and their overall approval from the Committee. City Council is asked to provide direction to Burrtec to pursue the purchase of one of the top three sites as recommended by the Committee for the construction of the recycling facility. ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT There is no fiscal impact as a result of this item. As such we ask that the City remove from consideration the Sierra Hwy property of, potential development sites that was evaluated by the Site Selection Committee.
