HomeMy WebLinkAbout2010-04-27 - AGENDA REPORTS - RESO MODIFY NO STOPPING ZONES (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: April 27, 2010 Andrew Yi RESOLUTION TO MODIFY AND/OR ESTABLISH NO -STOPPING ZONES AT FOUR LOCATIONS (VISTA DELGADO DRIVE, CALGROVE BOULEVARD, SECO CANYON ROAD, AND MAGIC MOUNTAIN PARKWAY) Public Works RECOMMENDED ACTION City Council adopt the four attached resolutions to: 1. Modify an existing no -stopping zone on Vista Delgado Drive 2. Establish overnight parking restrictions on Calgrove Boulevard 3. Establish three no -stopping zones on Seco Canyon Road 4. Establish a no -stopping zone on Magic Mountain Parkway BACKGROUND Modify an existing no -stopping zone on Vista Delgado Drive Staff received a request from the principal of Arroyo Seco Junior High School to review an existing no -stopping zone on Vista Delgado Drive in front of the school (see attached request letter and vicinity map). This no -stopping zone, which provides an exclusive area for the transit bus to drop off and pick up students, is only needed during school hours, but is currently in effect at all hours. The principal has requested that portions of this no -stopping zone be modified to restrict parking during school hours only (6:00 a.m. to 4:00 p.m.), and allow parking during the remainder of the day to help provide adequate parking for other events and activities that occur at the school. The attached diagram illustrates the location and the proposed modifications of the affected no -stopping zone. Adopted: 2. Establish overnight parking restrictions on Calgrove Boulevard The Hidden Valley Homeowners Association (HOA) requested that the City establish overnight parking restrictions along the north'side of Calgrove Boulevard between Creekside Drive and the eastern termination of the roadway at the gate (see attached request letter and vicinity map). The HOA Board of Directors was concerned that oversized vehicles frequently park overnight along the curb blocking the view of any unusual activities in the park that may affect the safety of the neighborhood. Establishing 250 feet of overnight parking restrictions (10:00 p.m. to 4:00 a.m.), as illustrated in the attached diagram, will clear the area in front of the park to enhance visibility of the park. The proposed parking restriction is adjacent to Basin Park, which is maintained and operated by the Hidden Valley HOA, and therefore, the proposed overnight parking restriction will have no impact on the neighborhood parking. 3. Establish three no -stopping zones on Seco Canyon Road Staff received a request from Mountain View Homeowners Association (HOA) representing the condominium complex located along the west side of Seco Canyon Road just north of Copper Hill Drive (see attached vicinity map) to improve sight distance and safety for residents exiting the complex. Working with their representatives, it was determined that the installation of three no -stopping zones, two right -turn lanes, and a section of striped edge line would help improve, visibility exiting the complex onto Seco Canyon Road and improve right -turn access when entering the complex. The attached no -stopping zone diagram, which is supported by the HOA Board of Directors, illustrates the locations of these improvements. 4. Establish a no -stopping zone on Magic Mountain Parkway The City has received several requests from residents to establish a no -stopping zone on Magic Mountain Parkway along the frontage of the commercial. center/office plaza east of Tourney Road (see attached vicinity map). Residents indicated that vehicles parked in this area restrict the available space for bicycle and pedestrian travel, create a safety concern as motorists open their car doors near traffic, and reduce the aesthetic view of the center. Staff's review of the area indicated that the establishment of a no -stopping zone on the south side of Magic Mountain Parkway along the frontage of the commercial center/office plaza continuing easterly to the end of the curb/asphalt berm will be effective in reducing these concerns (see the attached proposed no -stopping zone diagram). All the affected property owners were contacted and staff received no objections to the establishment of this no -stopping zone. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The estimated total labor and material costs for the work included in this agenda is $4,500. Adequate funds are available in the current fiscal budget. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The existing no -stopping anytime zone "buses exempt" extending from the school's entrance driveway to a point 140 feet south and an additional 58 feet (beginning at a point located 170 feet south of the school's entrance driveway), for a total of 198 feet, shall be modified and marked as a no -stopping zone "6:00 a.m. to 4:00 p.m., school days only, buses exempt." SECTION 2. The modified no -stopping zone shall apply when new appropriate signs giving adequate notice have been placed as described in Section 1. SECTION 3. Staff shall install the necessary new signs to affect this Resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this day of 2010. The postings they added read: No Stopping Anytime and Buses Exempt. We requested the postings to accommodate the City Transit Buses that pick up and drop off students. The postings have been a blessing for the Transit drivers and the student riders. We'd like to make one additional modification to the signs to accommodate the need for additional parking for weeknight school activities and weekend community activities that take place here on campus. We'd like to add something such as: All vehicles exempt M - F 6 am - 4pm and weekends. I don't know how to.word it exactly but we'd just like -to free up the parking outside of school hours of operation. Thanks for your assistance. RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH AN OVERNIGHT PARKING RESTRICTION ALONG THE NORTH SIDE OF CALGROVE BOULEVARD BETWEEN CREEKSIDE DRIVE AND THE EASTERLY TERMINATION OF THE ROADWAY AT THE GATE WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of all vehicles on certain streets or highways or portions thereof during certain or all hours of the day; and WHEREAS, a request was made to establish overnight parking restrictions along the north side of Calgrove Boulevard between Creekside Drive and the easterly termination of the roadway at the gate; and WHEREAS, it is consistent with normal traffic engineering practices to establish an overnight parking restriction at the location. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. After much discussion with the Board of Directors the conclusion was to keep this area unobstruted in order to monitor it closing. This park is a private park which is not maintained by the City of Santa Clarita. I hope the paragraph below will help. "Oversize vehicles are frequently parked in a way that make it impossible for our security company or homeowners to have a unobstructed view of the gate leading into the Hidden Valley Private Basin -.Park. We are concerned that an obstructed view will encourage vandalism or illegal activities because vehicles parked overnight or over several nights allow such activities to occur unobserved." , If you need further information, please let me know.
