City Council approve the plans and specifications for the Safe Routes to School •Infrastructure, Project T0030. 2. Find the bid of Pivot Group, Inc., to be non-responsive and award the construction contract to R.C. Becker & Son, Inc., in the amount of $328,222, plus a 20 percent contingency in the amount of $65,644, for a total not to exceed $393,866. Award the quality assurance construction materials and inspection services contract to Fugro West, Inc., in the amount of $14,000. 4. Authorize an additional expenditure in the amount of $40,000 from Expenditure Account T0030229-5161.001 for independent quality assurance services, labor compliance services, staff oversight, construction engineering, survey, inspection, and miscellaneous project administration costs. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. FIX= XCIM • 00 The Safe Routes to School Infrastructure project consists of the construction of physical improvements at crossings near Mitchell Elementary School, Rosedell Elementary School, and Peachland Elementary School. The goal of this project is to enhance students' safety by reducing GPPROVED the speed of vehicles near school grounds and increasing the visibility of school crossings. The improvements will also allow students to safely walk and bike to school. This project received support from the selected schools. Work under this project includes restriping crosswalks, replacing existing signage with oversized fluorescent yellow -green signage, widening sidewalks, and constructing bulb -outs at selected school crossings. Bulb -outs are traffic -calming features that narrow the street by widening the sidewalk at crossings, thereby reducing traffic speeds and shortening the crossing distance. This project is federally funded under the Safe Routes to School Program. On February 30, 2010, the City received authorization from the California Department of Transportation to proceed with a call for bids and construction. The City issued a Notice Inviting Bids on March 18, 2010. On April 20, 2010, the City's Purchasing Division received the following bids for the project: Company Pivot Group, Inc. R.C. Becker & Son, Inc. C.A. Rasmussen Southland Construction Berry General Engineering Chaperral Construction Location Bid Amount Burbank, CA $312,595.90 Santa Clarita, CA $328,222.00 Santa Clarita, CA $358,476.90 Long Beach, CA $366,141.00 Ventura, CA $384,258.00 Oxnard, CA $392,885.00 After review of the bids, City staff determined that the bid proposal submitted by the apparent low bidder Pivot Group, Inc., was incomplete due to failure to submit signed Addendum 1 as required by the contract documents. Therefore, the bid was deemed non-responsive. The lowest responsive bid was submitted by R.C. Becker & Son, Inc., in the amount of $328,222. Staff recommends the project be awarded to R.C. Becker & Son, Inc. This contractor possesses a valid state contractor's license and is in good standing with the State Contractor's License Board. A Request for Proposal for quality assurance construction material testing and inspection services was sent to qualified consultants. The selection criteria for award of this contract included laboratory certification by Caltrans, ability to meet project timelines, and proper understanding of the required scope of work. Based on this selection criteria, staff selected Fugro West, Inc., located in Santa Clarita, California, as the most qualified consultant for this project. Adequate funds have been budgeted to provide for independent quality assurance services, labor compliance services, staff oversight, construction engineering, survey, inspection, and miscellaneous project administration costs. ALTERNATIVE ACTIONS Other action as determined by the City Council. IN FISCAL IMPACT Adequate grant funds are available and appropriated in Expenditure Account T0030229-5161.001. This .project is 100 percent funded by the Safe Routes to School Grant Program.
