Robert Sartain ACCEPT THE SOUTH COASTAIR QUALITY MANAGEMENT DISTRICT TREE PARTNERSHIP GRANT Public Works RECOMMENDED ACTION 1. City Council accept the South Coast Air Quality Management District (AQMD) Tree Partnership Grant in the amount of $108,458. 2. Increase estimated revenues in Account 259-4621.001 in the amount of $108,458, and increase expenditure accounts as listed in Attachment "A." 3. Authorize the City Manager or designee to execute all documents, change orders, or amendments arising out of this program, subject to City Attorney approval. BACKGROUND In November 2009, staff applied for a grant opportunity funded by the South Coast Air Quality Management District (AQMD), referred to as the AQMD Tree Partnership Grant. The primary goal of the grant is to combat air pollutants by planting California native trees in urban settings. As stated in the Tree Partnership Grant application, a secondary goal of the Tree Partnership Grant is to provide employment opportunities for students. Grant applicants are awarded points in three areas, including 65 points based on the number of trees to be planted, 35 points based on the clear intent to hire temporary student employees, and 10 extra points for the percentage of drought tolerant trees planted during the project. Hiring part-time students accounts for approximately one-third of the points awarded and is a key factor in securing the grant award. In February 2010, staff received approval of the grant award and received the grant contract agreement in March 2010. The City applied for $108,458 in reimbursement funding to plant (APPROVED 500 trees and hire 14 temporary student workers to complete the project. Trees will be planted along the Bridgeport, South Fork, and Pavilions trails and on the west bank of Bouquet Canyon Creek as part of a stabilization project to prevent bank erosion. ALTERNATIVE ACTIONS Decline the acceptance of funds or other action as determined by the City Council. FISCAL IMPACT The City will receive $108,458. The City will contribute $335,722 in staff costs, calculated at the fully burdened rate, associated with managing the project and the maintenance of the trees for two years. Adequate funds for the City's contribution are in the proposed Fiscal Year 2010-11 budget.
