2011 SOBRIETY CHECKPOINT MINI -GRANT PROGRAM

RECOMMENDED ACTION
1. City Council accept 2011 Sobriety Checkpoint Mini -Grant in the amount of $99,966.72 from
the California Office of Traffic Safety (OTS)/University of California Berkeley, Safe
Transportation Research and Education Center (SafeTREC).
2. Increase estimated revenues in account 259-4461.007 by $99,966.72 in Fiscal Year 2010-11.
3. Increase estimated expenditures in OTS Sobriety Checkpoint Mini -Grant account
16126-5161.001 by $99,966.72 in Fiscal Year 2010-11.
4. Authorize City Manager, or designee, to execute any contract documents, change orders, or
amendments arising out of this program, subject to City Attorney's approval.
BACKGROUND
The City of Santa Clarita and the Santa Clarita Valley Sheriffs Station have been awarded a
grant in the amount of $99,966.72 for the 2011 Sobriety Checkpoint Mini -Grant Program from
OTS. This program, administered by UC Berkeley SafeTREC, aims to reduce the number of
victims killed and injured in alcohol -impaired crashes. Funding will be used for personnel
overtime costs to conduct a total of 12 sobriety checkpoints between November 1, 2010, and
September 6, 2011. This includes two national mobilization periods: 1) the winter holiday
mobilization period, December 17, 2010 to January 2, 2011; and 2) the Labor Day mobilization
period, August 19, 2011 to September 5, 2011.

FISCAL IMPACT
The total cost of this program is $99,966.72, to be offset completely by grant funds.

Congratulations! Through a competitive process, the Office of Traffic Safety (OTS) has tentatively
approved your funding request for the proposal titled "Sobriety Checkpoint Mini -Grant Program" for
the amount of $99,966,72, The approval is for the operation of up to 12 checkpoints in Santa Clarita in
the period, November 1, 2010 to September 6, 2011. The maximum allowed cost per checkpoint is
$8,330.56.
The University of California Berkeley Sate Transportation Research and Education Center
(SafeTREC), who is administering the mini -grant funds for OTS, will e-mail a mini -grant contract to
the c;ontact listed on the application. Please have the Authorizing Official and any additional
individuals authorized to sign claims return a signed contract to SafeTREC no later than
October 18, 2010. It is our goal to have all new grants start no later than November 1, 2010.
SafeTREC will issue you a copy of the signed mini -grant contract and a purchase order.
If you must get approval from a City Council or the Board of Supervisors, you should begin that
process now. Do not incur costs prior to the receipt of your copy of the purchase order from
SafeTREC. For your reference, the Catalogue of Federal Domestic Assistance (CFDA) number is
20.608.
