APPROVE CONTRACT ADJUSTMENTS FOR SPECIAL
DISTRICTS

RECOMMENDED ACTION
City Council approve adjustments to Special Districts contracts, and authorize the City Manager
or designee to execute related contracts and issue purchase orders, subject to City Attorney
approval.
BACKGROUND
The purpose of this agenda item is for the City Council to authorize adjustments to various
Special Districts contracts listed in Attachment A. Funding for these contracts and the requested
adjustments requested herein is included in the Fiscal Year 2010-11 Special Districts budget.
The requested City Council action will authorize the City Manager to execute related contract
amendments and issue purchase orders. The contracts referenced herein went through the
competitive bidding process, are not expired, and represent the lowest responsive, responsible
bidder at the time the contracts were awarded. The requested increases to scopes of service
under these contracts is based on the unit pricing submitted by the contractors during the
competitive bidding process and approved by City Council.
Stay Green Inc. — The requested contract increases are due to new areas of maintenance being
added to existing Landscape Maintenance District (LMD) zones in the contracts, as well as
property owner requests for increased levels of service.
ISS Grounds Control Inc. — The requested contract amendment increase is due to new area of
maintenance being added to the existing LMD zone and increased levels of service.
PP OVEN
Los Angeles County General Services Agreement -.The services under the general services
agreement with the County of Los Angeles provides rodent control to the LMD zones. The
requested increase is due to increase levels of service as more zones are being added to the LMD.
Oak Springs Nursery — The requested contract increase is due to property owners' requests for
increased levels of service.
Oakridge Landscape— The requested contract increase is due to property owners' requests for
increased levels of service.
Southern California Edison - The requested net increase is due to a forecasted rate increase for
streetlights. The rates were approved by the Public Utilities Commission and have been passed
down to user cities.
The proposed Fiscal Year 2010-11 Landscape Maintenance District operational budget is over
$13 million. The City administrates the LMD primarily through 77 maintenance and professional
service contracts to service a combined LMD area consisting of over 700 landscaped acres
including: medians, parkways, side -panels, monuments, 3 parks, tennis courts, play equipment,
20 miles of landscaped paseos, and 27,000 trees'
The Streetlight Maintenance District (SMD) benefits properties by funding energy and
maintenance costs associated with the streetlights. There are nearly 15,771 streetlights within the
City.
ALTERNATIVE ACTIONS
Other action as determined by City Council.
FISCAL IMPACT
Funds for the contracts are included in the Fiscal Year 2010-11 Special Districts Budget. There
is no fiscal impact to the General Fund.
