FOR A SPHERE OF INFLUENCE AMENDMENT ON 595 ACRES
TO LAFCO AND CERTIFICATION OF FINAL EIR

RECOMMENDED ACTI
City Council continue this item for 60 days to the meeting of May 25, 2010 to allow for
continued discussion with the property owner.
BACKGROUND
In June 2005, the City Council approved a resolution authorizing submittal of an application to
LAFCO requesting an SOIA and adopting a Negative Declaration. The Negative Declaration
was challenged by Las Lomas LLC, a developer who envisioned annexing a large scale
development on 845 acres to the City of Los Angeles. A large portion of the Las Lomas proposal
was within the City's SOIA boundary. The City's SOIA application for this site was originally
submitted to LAFCO in June 2005. LAFCO has placed the application on hold pending receipt
of a certified Final EIR.
In order to allow additional time for further review and consideration, a 60 -day continuance is
recommended to the meeting of May 25, 2010.
FISCAL IMPACT
There is no fiscal impact as a result of this continuance.

certification of the South Santa Clarita EIR (State Clearinghouse No.
2007081014)
LOCATION: 595 -acres consisting of an existing mobile home park and surrounding vacant
unincorporated Los Angeles County territory generally located east of The Old
Road and south of the City of Santa Clarita.
Project Description: SOIA 05-019 would expand the City's Sphere of Influence south of the existing City boundary to the
ridgeline adjacent to the City of Los Angeles' existing Sphere of Influence boundary. The March 2009 South Santa Clarita
Draft EIR is available for public review on the City of Santa Clarita website at www.santa-
clarita.com/southsantaclaritaeir09. The City Council of the City of Santa Clarita will conduct a public hearing on this
matter on Tuesday, March 23, 2010. The public hearing will take place at the following location:

to May 25, 2010. Staff will re -notice the public hearing at such time. The continued public hearing
will be held at or after 6:00 p.m. in the Council Chamber at 23920 Valencia Blvd., Santa Clarita,
California.
